Ref No: 2025/68 Technical Services and Facilities Manager (Grade VII)

Permanent Full-Time (35 hours per week)

The purpose of the role is to act as a representative for and lead the Technical Services Department and staff in achieving the Hospital’s mission, vision, values and strategic plan, as envisaged by the Board of the Rotunda Hospital. He/She will report into Head of Operations and Sustainability ensuring that the day-to-day activities and resources of the Hospital are managed and co-ordinated throughout, so that a first class patient focused service is delivered through the effective and efficient management of the Hospital’s campus

He/she will actively keep up-to-date regarding technical standards and research activities consistent with the position of Technical Services. They will contribute to the change agenda and prepare staff within their area of responsibility and work with key stakeholders to achieve strategic and operational change and targets

He/she will be required to represent the Hospital from a Technical Services perspective to achieve operational and strategic Hospital goals.

Reporting Relationship

The successful candidate will report directly to the Operations and Sustainability Manager and make presentations as required

Essential Qualifications and Experience
  • Bachelor’s degree (or equivalent) in Facilities Management, Engineering, Building Services, or a related field.
  • Minimum 5+ years of experience in healthcare or hospital facility management, maintenance, or engineering.
  • Strong knowledge of Irish healthcare infrastructure regulations and compliance standards (HIQA, HSA, Fire Safety Regulations, Building Control Regulations, Tendering/Procurement protocols, HBN)
  • Continued development and implementation of (PPM) Planned Preventative Maintenance include all aspects of the departments including mechanical systems, infrastructure and grounds-keeping
  • Have a successful track record of achievement at management level in a complex operating environment. Excellent management and leadership skills providing good governance to both in-house and contracted staff
  • Understanding and appreciation of internal customer expectations
Desirable Qualifications and Experience
  • Proven track records in the participation of projects/capital projects
  • Knowledge and understanding of environmental/waste management systems
  • Knowledge and operational understanding of BMS management
  • Knowledge and understanding of Medical Gas Pipeline Systems
  • Knowledge and understanding of synchronised generators, uninterruptable power supplies, isolated power supplies
  • Knowledge and understanding of water quality management including prevention and management of legionella, pseudomonas and aspergilla’s in a healthcare environment
  • Relevant management training courses
  • Strong communication and interpersonal abilities, with the capacity to engage with all hospital departments as well as clinical teams, contractors, and regulatory bodies
  • Expertise in Planned Preventative Maintenance (PPM) and asset management systems.
  • Experience managing multi-disciplinary teams in a hospital or large facility environment.
  • Proficiency in Computerised Maintenance Management Systems (CMMS).
  • Strong problem-solving skills and ability to manage complex facility-related emergencies.
  • Excellent document and report management

The Technical Services Manager will provide professional and business leadership for the Technical Services function and a high level of expertise and understanding of Technical Services to the Hospital Operations and Sustainability Manager. The Technical Services Manager will act within the policy framework, financial and other limits set by the Hospital.

Manage day-to-day reactive maintenance requests and ensure timely resolution of issues.

Coordinate external contractors and service providers for outsourced maintenance tasks and specialist works.

Ensure hospital infrastructure, patient areas, operating theatres, and emergency units remain in optimal condition.

Specific Responsibilities
Management and Operational Planning

Be responsible and accountable in corporate and executive teams for the organisation, management and day-to-day operations of the hard and soft FM function throughout the hospital, including:

  • Management of Technical Services team
  • Operational management of BMS system
  • Authorised Medical Gas Systems representative for the Hospital
  1. Be responsible for identifying areas/staffing for development within the portfolio and for preparing the business case for these areas including the rationale for development including campus expansion and development to multiple sites in the coming years
  2. Develop an effective Technical Services and FM Support Services strategy and work to translate the strategy into operational success
  3. Lead, manage, and develop a team of maintenance staff, including electricians, carpenters, plumbing technicians, general maintenance personnel and apprentices
  4. Assign work, set performance targets, and provide training on safety procedures and technical skills.
  5. Foster a culture of accountability, efficiency, and teamwork within the facilities department
  6. Ensure compliance with employment laws and hospital HR policies regarding staff management
  7. Enhance the quality of patient care and improve both patient and staff satisfaction through first principles management
  8. Maintain and update records for compliance audits, inspections, and certifications (e.g., fire safety, electrical testing, water hygiene – Legionella control, medical gases, asset management, equipment conditional reporting)
  9. Ensure standards and appropriate operational policies and procedure are developed and implemented that are in line with the mission and philosophy of the Rotunda Hospital
  10. Ensure that the Technical Services policies and practices align with the corporate management processes and business strategies of the Hospital
  11. Ensure full compliance with Health Information and Quality Authority (HIQA) standards, Health and Safety Authority (HSA) regulations, insurances and local building codes
  12. Manage the departmental budget ensuring cost-effective operations
  13. Monitor spending, negotiate contracts with suppliers, and identify opportunities for cost savings without compromising service quality
  14. Assist in the implementation of the Corporate Service Plan and ensure Technical Services and FM Support Service policies are procedures are in place to monitor progress on a regular basis and that specified targets outlined in the plan are achieved
  15. Continuously review FM Support Services operational processes, policies and guidelines at the Hospital with a view to ensuring efficiency and effectiveness with particular emphasis on benchmarking against contemporary best practices
  16. Ad-Hoc ‘On-Call’ service when required
  17. Assist with establishing, implementing, maintaining, supporting and continuously reviewing clear-cut efficient and effective working relationships and communications
