Job summary

Technip Energies is seeking an experienced Civil & Infrastructure supervisor for the Midstream Facility Project, based at Teluk Bintuni, Papua. You will oversee detailed design review, site activities, and regulatory adherence while coordinating with EPCIC/CIC contractors and vendors.

You will ensure quality, safety, and timely delivery through ITPs, QA/QC, and collaboration with cross-disciplinary teams, with a focus on on-site supervision and risk control.

Qualifications

• Bachelor's degree in Civil Engineering.
• Professional certification (IPM or Indonesian SKA/Ir.) preferred.
• Experience with civil/structural design software (AutoCAD Civil 3D, STAAD.Pro, SAP2000, PLAXIS).
• Strong knowledge of geotechnical engineering, foundation design and earthworks.
• Familiarity with oil and gas onshore infrastructure.

Responsibilities

• Oversee civil and infrastructure design and construction activities on the project site.
• Coordinate with civil-structural subcontractors and vendors; review drawings, MTO, and BOQ.
• Review ITPs for civil, structural, architectural, and HVAC works; manage NCRs and DCRs.
• Ensure compliance with local and international codes and project specifications.

About the role:

To oversee and supervise the EPCIC Contractor’s civil and infrastructure engineering activities for the Midstream Facility Project, including the Gas Processing Plant, Permanent Camp Complex, site preparation works, and related onshore infrastructure. The role ensures compliance with the Project Scope of Work, Basis of Design, Company specifications, international codes, and Indonesian regulations, while monitoring design, construction, quality assurance, and risk management.

Supervision of Civil and Infrastructure Design and Construction Activities

Oversee the EPCIC Contractor’s detailed design review and construction management of site preparation, earthworks, foundations, steel and concrete structures, buildings, roads and pavement, drainage and sewerage systems, and slope protection works. Ensure all designs and construction align with the Scope of Work, Basis of Design, applicable project specifications, and relevant codes such as SNI, ASTM, and Indonesian MIGAS requirements.

• Oversight of Geotechnical, Survey, and Earthworks Verification
  Monitor the EPCIC Contractor’s use of topography, bathymetry, tide measurement, and soil investigation data as the basis for detailed engineering. Review cut-and-fill calculations, site grading, retention pond design, slope stability analysis, and soil improvement methods for swampy or soft soil areas to ensure consistency with survey data and finish grade requirements.
  

Subcontractor and Vendor Coordination Oversight

Supervise coordination with civil-structural subcontractors and vendors, including review of drawings, calculations, Material Take-Off (MTO), and Bill of Quantity (BOQ). Conduct site visits to verify compliance with construction procedures, concrete and steel structure works, compaction and material testing, and quarry/material sourcing requirements.

Quality Assurance and Inspection Management

Review and approve Inspection and Test Plans (ITP) for civil, structural, architectural, and HVAC works. Witness key tests such as concrete mix design, asphalt mix formula, piling load tests, compaction/CBR tests, and concrete strength tests. Ensure effective management of non-conformance reports (NCR) and design change requests (DCR), and verify infrastructure integrity prior to handover.

Technical Documentation Review

Evaluate civil and structural design basis, calculations, drawings, standard drawings, Civil 3D models, and as-built drawings. Ensure documentation is accurate, complete, and submitted for approval prior to construction and handover.

Procurement and Bid Evaluation Support

Support the preparation of Material Requisition Packages (RFQ), Technical Bid Evaluations (TBE), and vendor recommendations for civil, structural, and HVAC works based on the Approved Vendor List (AVL). Ensure procurement activities align with project schedules, contract requirements, and quality standards.

Risk and Safety Management

Ensure findings from HAZOP, HAZID, and surface water management studies are incorporated into civil and infrastructure designs. Review slope stability, flood/tide design levels, drainage and surface water management plans, and verify that designs address environmental loads and safety requirements in accordance with the Basis of Design.

Regulatory and Permit Compliance Verification

Confirm that the EPCIC Contractor prepares and secures required local and government approvals, including Persetujuan Bangunan Gedung (PBG), Groundwater Exploitation permits, and other relevant permits and approvals such as Persetujuan Bangunan Gedung (PBG), Groundwater Exploitation License (SIPA), and Groundwater Drilling License (SIPPAT), and that all civil and infrastructure works meet
Indonesian regulations (e.g., SNI, MIGAS) and international standards.

Project Support and Reporting:

Provide client-side engineering support for civil and infrastructure readiness during pre-commissioning and commissioning phases (e.g., roads, drainage, site grading). Report progress, issues, and resolutions to the Engineering Manager, and elevate any Contractor delays or deviations.

• Collaboration: Work closely with cross-disciplinary teams on the client side and interface with the EPCIC/CIC Contractor to maintain project alignment.

• Strong knowledge of geotechnical engineering, foundation design, earthworks, and soil improvement techniques for swampy/soft soil conditions.
• Familiarity with oil and gas/LNG onshore infrastructure works (site preparation, roads and pavement, drainage and sewerage, camp facilities, plant civil works).
• Proficient in English; working knowledge of Bahasa Indonesia is preferred.
• Minimum 10 years of experience in civil engineering within the oil and gas or infrastructure industry.
• At least 5 years in client-side supervision of EPCIC contractors, including oversight of civil-structural subcontractors and infrastructure works.
• Proven track record in supervising site preparation, foundation, structural, and road/drainage works.
• Willingness to be based at the project site in Teluk Bintuni, Papua Barat Province, Indonesia, with travel as required.
• Ability to work in a multicultural environment and adhere to HSSE standards.
