Job Summary

Hybrid work schedule available, up to 50% telework depending on business needs. This position is being posted at two (2) class levels: Public Utilities Rates Analyst 3 (PURA 3) and Public Utilities Rates Analyst 4 (PURA 4). Energy Conservation and Optimization Unit (filling one (1) position):

Conduct analyses and provide technical support for positions of the Minnesota Department of Commerce on Energy Conservation and Optimization Program related rate design, cost recovery methods/policies, energy conservation, resource planning, distribution planning, transportation electrification planning, service policies, forecasting, renewable energy, regional/federal activities and other issues in gas and electric utility matters.

Planning, Policy, and Telecom Unit (filling one (1) position):

Conduct analyses and provide technical support for positions of the Minnesota Department of Commerce on rate design, rate of return, cost recovery methods/policies, energy conservation, capacity expansion modeling, resource planning, distribution planning, transportation electrification planning, service quality policies, forecasting, renewable energy, regional/federal activities, and other issues in gas and electric utility matters.

Energy Infrastructure and Reliability Advocacy Unit (filling two (2) positions):

Conduct outreach and coordination efforts with communities impacted by routing and siting of large energy infrastructure, such as, high voltage transmission lines and utility scale renewable energy projects. Participate in state, regional, and federal transmission planning efforts. This position works directly with counties, Tribal Nations, regional planning commissions, landowners, and other stakeholders on matters related to routing and siting, Certificate of Need, and other energy matters such as resource planning.

A Bachelor\'s degree in Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Economics, Mathematics, Statistics, Pre-Law, or a related field is equivalent to one (1) year of experience.

An Advanced degree in Business, Public Policy, Environmental Policy, Energy Policy, Planning/Regional Studies, Economics, Mathematics, Statistics, Law, or a related field is equivalent to eighteen (18) months of experience.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
