Education
  • Bachelor’s degree or higher in Petroleum Engineering, Chemical Engineering, Environmental Science, Safety Engineering, Law, or a related field. A master’s degree in a relevant discipline is preferred.
Work Experience
  • Minimum 8-10 years of progressive work experience in permit management, regulatory compliance, or project coordination, with at least 5 years in the oil and gas industry (preferably in natural gas processing, upstream/midstream operations).
  • Proven experience in managing permits for large-scale industrial facilities (e.g., natural gas processing plants, refineries, or energy infrastructure) in Indonesia is mandatory; experience in Papua or remote Indonesian regions is a strong advantage.
  • Track record of successfully securing and renewing key permits (e.g., environmental permits, land use permits, operational licenses, safety permits) from Indonesian regulatory bodies (e.g., Ministry of Energy and Mineral Resources (ESDM), Ministry of Environment and Forestry (KLHK), local government authorities in Papua).
Regulatory & Local Knowledge
  • In-depth understanding of Indonesian oil and gas regulations (e.g., Law No. 22 of 2001 on Oil and Gas, Government Regulations on Environmental Impact Assessment (AMDAL)), as well as local Papua provincial and district-level rules related to industrial operations.
  • Familiarity with permit application processes, documentation requirements, and approval workflows of Indonesian central and local government agencies.
  • Knowledge of international best practices in permit management, environmental compliance, and health, safety, security, and environment (HSSE) standards for gas processing facilities.
Technical & Operational Skills
  • Ability to interpret technical documents (e.g., engineering drawings, environmental impact reports, safety plans) to align permit requirements with plant operations.
  • Proficiency in using permit management software, document control systems (e.g., Documentum, SharePoint), and Microsoft Office Suite (Excel, Word, PowerPoint, Project) for tracking permits, deadlines, and compliance tasks.
  • Understanding of natural gas processing plant operations (e.g., gas treatment, compression, storage) to identify permit-related risks and ensure operational compliance.
  • Strong project management skills: Ability to prioritize multiple permit tasks, manage timelines, and coordinate with cross-functional teams (engineering, operations, HSSE, legal) to meet deadlines.
  • Excellent communication and negotiation skills: Ability to interact effectively with Indonesian regulatory officials, local communities in Papua, internal stakeholders, and external consultants; fluency in both Bahasa Indonesia and English (written and spoken) is excellent.
  • Attention to detail: Meticulous approach to reviewing permit documents, ensuring accuracy and compliance with regulatory requirements to avoid delays or penalties.
  • Problem-solving and adaptability: Capacity to address permit-related challenges (e.g., regulatory changes, local community concerns) in a dynamic, remote environment like West Papua.
  • Leadership skills: Ability to lead a small permit team (if applicable), mentor junior staff, and drive a culture of compliance across the plant.
