NZ Representative for ASEAN NZ Vision Fund
  • Full‑time | 3‑year contract with potential to extend for up to 2 years
  • Based in Jakarta, Indonesia, with regional travel across ASEAN
  • Shape NZ’s partnership with ASEAN through a high‑profile regional development fund

The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the ASEAN Secretariat to establish and manage the ASEAN New Zealand Vision Fund. This Fund will support impactful development initiatives across ASEAN in areas of shared priority, including governance and security, economic cooperation, and climate change and environment.

MFAT is seeking to recruit a New Zealand Representative to lead and coordinate the Fund’s establishment, governance, and ongoing management. This senior role will ensure the Fund delivers high‑quality initiatives that strengthen ASEAN–New Zealand cooperation and contribute to inclusive, sustainable development outcomes.

This contractor position will be based in Jakarta, Indonesia, within the ASEAN Secretariat, and will require regional travel to ASEAN Member States. We welcome applications from all interested qualified candidates.

The Key Functions for the New Zealand Representative are to:
  • Oversee establishment and implementation of the Fund, ensuring effective delivery by the Fund Management Services team.
  • Lead strategic planning and policy engagement, identifying opportunities for the Fund to respond to ASEAN’s evolving needs.
  • Promote and profile the Fund, including launch activities, regional engagement, and communications to highlight impact.
  • Provide governance support, preparing annual workplans and reporting for the Fund Working Group and Joint Coordination Committee.
  • Ensure effective fund management leadership, including due diligence, contracting, financial oversight, and risk management.
  • Engage with stakeholders across ASEAN, New Zealand agencies, and development partners to foster collaboration and avoid duplication.
Qualifications and expertise required
  • New Zealand citizenship (a requirement for this position).
  • Proven experience managing international or regional development funds.
  • Strong skills in strategic planning, policy engagement, and governance support.
  • Experience representing New Zealand at a senior level and enhancing New Zealand’s profile with partners.
  • Demonstrated ability to manage complex, multi‑sectoral development activities and report on outcomes.
  • Strong cross‑cultural communication, negotiation, and influencing skills.
  • Knowledge of gender, human rights, and environmental issues in development contexts.
  • Previous work experience in the ASEAN region is an advantage.
  • Experience in contract management, finance, and risk management.

You will be a proactive, politically astute leader, capable of building strong relationships with ASEAN stakeholders, New Zealand agencies, and development partners. You will be highly organised, culturally aware, and committed to delivering results that reflect New Zealand’s values of fairness, inclusivity, and partnership.

The appointee will be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity and political neutrality during the assignment.
