Job summary

Palladium: Make It Possible seeks a Quantitative Evaluation and Research Consultant for the INOVASI program in Jakarta. This short-term consultancy supports MERL evaluation, data collection, analysis, and reporting to strengthen evidence on education interventions.

The role requires strong quantitative skills, experience in education research, GEDSI knowledge, and the ability to travel. Indonesian nationals or permanent residents in Indonesia are eligible.

Qualifications

• Bachelor's degree with a strong emphasis in quantitative approach (Economics, Statistics, Mathematics, etc.).
• Experience in conducting medium to large-scale evaluation and research studies, preferably in education.
• Ability to conceptualize knowledge and theory to determine methods and approaches.
• Willingness to travel on short notice and work in a fast-paced context.
• English report writing is preferred and publication is an added value.

• This position is open to Indonesia nationals and permanent residents with authority to live and work in Indonesia. This is a short-term consultancy position.

Background

Indonesia’s Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia’s human resource development to fully realise 2045 goals.

Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia’s 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.

Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.

This third phase of INOVASI (2024-2027) builds upon the existing program’s approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia’s development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels, and use the well attested-success of INOVASI’s local problem-based approach to continuously support policy development for effective fit between policy and implementation context.

The Program is implemented by Palladium on behalf of DFAT.

Purpose Of The Position

The Quantitative Evaluation and Research Consultant will contribute to the work of the Performance and Learning (PNL) team in supporting implementation of MERL evaluation and research plans. The Evaluation and Research Consultant will be responsible to ensure that the Performance and Learning (PNL) team is Terms of Reference – INOVASI collecting and building robust evidence of how education ecosystem works and improves, what interventions work to improve learning and student learning outcomes in Indonesia, what does not work, and under which circumstances. The support may require involvement in most of the evaluation and research cycles, such as data collection, development of the analysis framework, data analysis, and identification of key findings.

Primary Responsibilities

Under the direction of the Evaluation and Research Specialist, the Quantitative Evaluation and Research Consultant will:

• Contribute to development of evaluation and research designs, including analysis frameworks, instruments, sampling strategies.
• Support the PNL team to gather and analyse data that is relevant to INOVASI and government partners’ needs and to strongly integrate GEDSI lenses.
• Build relevant quantitative model to answer questions related to education problems.
• Contribute to the synthesis of generating insights and lessons learned for continuous program improvement.
• Support development of reports, presentations, and documentation related to evaluation and research studies.
• Participate in implementing evaluation and research aspects, such as enumerator training, ensuring the availability of ethical clearance, and other related administrative aspects for the studies.
• Maintain accurate records of research databases, findings, and analytical processes.
• Support the development of capacity-building initiatives, particularly in areas of data analysis and synthesis, for INOVASI internal staff or government partners.
• Perform other duties as may reasonably be assigned by the PNL team.

Qualifications And Experience

The Quantitative Evaluation and Research Consultant will possess the following qualifications and experience:

• Excellent knowledge and skill in quantitative research studies, including expertise in statistical analysis and using statistical software (STATA, R, Python, SPSS, and other relevant software).
• Hold at least a bachelor's degree with a strong emphasis in quantitative approach, including but not limited to Economics, Statistics, Quantitative Psychology, Mathematics, Engineering, or other relevant fields. Equivalent quantitative expertise acquired through relevant professional experience may be considered.
• Working experience in conducting medium to large scale evaluation and research studies; experience in education sector is preferred.
• Demonstrate ability to conceptualize knowledge and theory to determine methods and approaches.
• Strong interest working in education sector. Terms of Reference – INOVASI
• Knowledge and skills in applying GEDSI lens in evaluation and research.
• Demonstrate adaptability to perform in a fast-paced, high-pressure, dynamic, and adaptive context.
• Strong interpersonal skills; ability to work both independently and in a team environment.
• Sufficient knowledge and skill in qualitative approach is preferred.
• Verbal communication and experience in writing evaluation and research reports in English is preferred. Publication is an added value.
• High level of organization skills and attention to detail.
• Ability to travel at short notice.
