Background

Indonesia’s Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia’s human resource development to fully realise 2045 goals.

Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia’s 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.

Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.

This third phase of INOVASI (2024-2027) builds upon the existing program’s approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia’s development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels, and use the well attested-success of INOVASI’s local problem-based approach to continuously support policy development for effective fit between policy and implementation context.

The Program is implemented by Palladium on behalf of DFAT.

Purpose of the Position

As a learning-focused program, INOVASI generates a broad range of evidence, knowledge products, lessons learned, and examples of good practice across multiple provinces and districts. Ensuring that this knowledge is systematically captured, synthesised, shared, and applied is critical to strengthening program effectiveness, informing policy discussions, supporting implementation, and promoting sustainable education improvements.

To support these objectives, INOVASI seeks to engage a Knowledge Management and Learning Support Consultant to strengthen knowledge management, organisational learning, and communication activities across the program.

The Knowledge Management and Learning Support Consultant will strengthen INOVASI's organisational learning and evidence use by ensuring program knowledge, implementation experiences, research findings, lessons learned, and good practices are systematically documented, synthesised, and shared. The consultant will support knowledge and document management systems, develop learning and knowledge products, and contribute to strengthening INOVASI's institutional memory.

Working closely with technical teams, provincial teams, the MERL team, implementing partners, government counterparts, and the Communications Team, the consultant will synthesise evidence and implementation experience into accessible and actionable products, and support the dissemination and uptake of evidence to inform program implementation, policy dialogue, stakeholder engagement, and continuous improvement.

Duties

  • Support the implementation and continuous improvement of INOVASI’s Knowledge Management and practices to strengthen organisational learning and evidence use.
  • Manage and continuously improve knowledge repositories, document management systems, and knowledge-sharing platforms to ensure information is organised, accessible, and up to date.
  • Maintain and strengthen knowledge management processes, standards, templates, and tools to ensure program knowledge, resources, and evidence are systematically organised, archived, and easily retrievable.
  • Evidence and Learning Synthesis
  • Collect, synthesise, analyse, and document evidence, implementation experiences, lessons learned, innovations, and good practices generated across the program.
  • Work closely with technical teams, provincial teams,and the MERL team to synthesise monitoring, evaluation, research, and implementation findings into actionable insights and learning products.
  • Translate complex technical information, evidence, and implementation findings into clear, accessible, and actionable insights for different audiences, and develop high-quality learning products in Bahasa Indonesia and English to support organisational learning, decision-making, and evidence uptake.
  • Evidence Uptake and Policy Influence
  • Support the strategic dissemination of program evidence, lessons learned, and knowledge products to key stakeholders through appropriate channels and platforms.
  • Develop evidence-based briefs, presentations, talking points, case studies, and other knowledge products to support advocacy, policy dialogue, and stakeholder engagement efforts.
  • Promote the uptake of evidence and lessons learned to inform education policy and practice.

Other: Undertake other relevant tasks as requested by the Strategic Communications Manager or the program.

Key Deliverables
  • An up-to-date and well-maintained knowledge management repository and document management system.
  • High-quality knowledge and learning products produced and disseminated throughout the contract period.
  • Documentation and synthesis of key program learning, evidence, and good practices.
  • Evidence-based advocacy, policy engagement and dissemination products developed in line with program requirements.
  • Periodic reporting on knowledge management, learning and evidence uptake activities.
Essential

Qualifications and Experience

  • Bachelor’s degree in communications, Journalism, Education, International Development, Public Policy, Social Sciences, Information Management, Knowledge Management, or a related field.
  • Minimum five years of relevant professional experience in knowledge management, organisational learning, research, documentation, or development programs.
  • Demonstrated experience in producing high-quality reports, learning briefs, case studies, evidence summaries, and knowledge products.
  • Demonstrated ability to synthesise evidence, lessons learned, and implementation experience into actionable insights for different audiences.
  • Strong writing, editing, and content development skills in both English and Bahasa Indonesia.
  • Experience using Microsoft 365 applications, SharePoint, Teams, and digital document management systems.
  • Strong analytical and synthesis skills, with the ability to translate complex information and evidence into concise and accessible products for different audiences.
  • Experience developing policy briefs, learning products, modules, and evidence-based advocacy materials
  • Excellent organisational skills and attention to detail.
  • Strong interpersonal and stakeholder engagement skills.
  • Ability to work independently and collaboratively in multidisciplinary and cross-cultural teams.
  • Ability to manage multiple priorities and work under tight deadlines.
  • Demonstrated ability to deliver high-quality outputs within tight deadlines while managing multiple tasks and stakeholders.
  • Willingness to travel to INOVASI project locations as required.
Desirable
  • Experience supporting donor-funded programs, particularly DFAT-funded initiatives.
  • Experience working with government institutions, universities, research organisations, or development partners.
  • Familiarity with Monitoring, Evaluation and Learning (MEL) approaches and adaptive programming.
