Job summary

Elper Development is seeking an experienced Human Resources Manager in Bali to own the people function across the organization. You will report directly to the CEO and consolidate HR activities from recruitment to policy development in a fast-growing villa and resort project portfolio.

The role requires a minimum of 5 years in HR with supervisory experience, strong Indonesian labor-law knowledge, payroll administration, and English fluency for an international team.

Qualifications

• Minimum 5 years in Human Resources, with at least 2 years in a supervisory or managerial role.
• Solid working knowledge of Indonesian labour law and PKWT rules.
• Hands-on experience with payroll input and BPJS administration.
• Experience hiring technical or construction staff is a strong advantage.
• Good English, written and spoken. You will work with an international direction team.
• Based in Bali, with a preference for candidates in Canggu, Denpasar or Ubud area.

• Draft and manage PKWT and probation contracts, track expiry dates, renewals
• Maintain personnel files, attendance, leave records and fingerprint registration
• Prepare payroll input, BPJS Kesehatan and BPJS Ketenagakerjaan, and coordinate with accounting
• Keep the company compliant with Indonesian labour law, including Permenaker rules
• Handle employee relations, warning letters, exits and terminations correctly
• Build job descriptions, org structure, performance reviews and internal policy

Elper Development is a full-service property company based in Berawa, Canggu. We design, build and manage villa and resort projects across Bali, and we are currently running our largest development to date in Ubud. We are 26 people today and heading towards 40, with two new entities launching.

The role

We are looking for an experienced HR Manager to own the people function properly. Today HR sits across several desks and it needs one owner. You will report directly to the CEO.

What you will do

• Own the full recruitment cycle: job ads, screening, interviews, offers and onboarding
• Draft and manage PKWT and probation contracts, track every expiry date, and handle renewals before they lapse
• Maintain personnel files, attendance, leave records and fingerprint registration
• Prepare payroll input, BPJS Kesehatan and BPJS Ketenagakerjaan, and coordinate with accounting
• Keep the company compliant with Indonesian labour law, including the current Permenaker rules
• Handle employee relations, warning letters, exits and terminations correctly and calmly
• Build the basics we are missing: job descriptions, org structure, performance reviews and internal policy

What we are looking for
