A logistics company is seeking an experienced HRGA Manager to establish HR management and general affairs for a new warehouse in Indonesia, Jawa Barat. This role involves designing HR needs from scratch, conducting bulk hiring, and implementing work SOPs. The ideal candidate will have at least 5 years of HRGA experience, particularly in the warehouse/logistics/retail industry, and must be effective in policy development and operational management. Knowledge of labor regulations and HRIS tools is essential.
The HRGA Manager will play a key role in establishing the foundation of HR management and general affairs for a new 60-hectare warehouse. This role is not just about managing, but also about building from scratch the recruitment system, organizational structure, shift management, and work SOPs that align with on-the-ground realities. The HRGA Manager will directly face the dynamics of a warehouse that is not yet fully built: from incomplete basic facilities to the massive and layered recruitment of operational personnel. The ideal candidate is not only systematic but also ready to "get on the ground" and solve problems quickly and effectively.
Design the HR and organizational needs of the warehouse from scratch, including the team structure blueprint, manpower requirements, and operational shifts.
Develop work SOPs and HRGA policies based on field practices, ensuring their implementation even as the warehouse is still under construction.
Conduct bulk hiring, including the management of daily freelance workers.
Create an efficient personnel administration system that is easy for the warehouse operations team to use, covering attendance, leave, overtime, and more.
Set up a payroll system that meets the needs of shift and overtime work, ensuring compliance with regulations including BPJS and taxation.
Prepare and manage training systems, employee development, and effective performance evaluation processes.
Handle employee relations issues, including work conflicts, disciplinary actions, and industrial relations.
Develop and monitor procurement of goods/services, from emergency needs to scheduled procurement (such as safety equipment, technical work tools, and cleaning supplies).
Act as the main liaison between the field team and external stakeholders such as vendors, labor departments, and related agencies.
Responsible for warehouse asset management from the start (including creating an asset database and tracking system).
Build occupational safety systems from scratch, including evacuation procedures, safety training, and incident reporting systems.
Actively conduct regular evaluations for improvements in warehouse operations, covering HR, work systems, and cost-effectiveness.
Minimum of a Bachelor’s degree, preferably in Psychology, Law, Business Administration, or a related field.
At least 5 years of HRGA experience, especially in the warehouse/logistics/retail industry.
Experienced in managing operational workers with shift and overtime systems.
Skilled in developing policies based on field conditions, not just formal policies.
Experience in building HRGA teams and systems at new sites is a plus.
Knowledgeable in labor regulations, BPJS, industrial relations, and procurement of goods/services.
Proficient in using Google Workspace (especially Google Sheets: VLOOKUP, Pivot, IF), HRIS systems, and other operational tools.
Communicative, systematic, able to work under pressure, and has a practical and solution-oriented work approach.
