Job description

We are seeking a highly experienced HRGA & Legal Manager to oversee and strengthen our Human Resources, General Affairs, and Legal operations. This role is responsible for ensuring effective HR processes, fostering a supportive and productive work environment, and managing all office and facility functions with excellence. In addition, the manager will play a key role in safeguarding the company’s compliance by overseeing legal matters, permits, and adherence to all relevant government regulations.

This position oversees all HRGA and Legal activities for both of our factory locations in Medan and Dumai, and will be based in Medan with regular travel to Dumai as required.

The ideal candidate is a strong leader with a broad understanding of HR strategy, people management, corporate legal requirements, and day-to-day operational effectiveness.

Core Responsibilities:

Lead and oversee all Human Resources, General Affairs, and Legal operations to ensure alignment with company goals and effective day-to-day support for all departments.

Manage end-to-end HR functions, including recruitment, onboarding, performance management, employee relations, and workforce planning.

Develop, refine, and implement HR policies, procedures, and continuous improvement initiatives to enhance operational effectiveness.

Oversee compensation and benefits administration, including payroll coordination and compliance with internal standards.

Manage training and development programs to support employee capability building and long-term talent growth.

Supervise General Affairs activities, covering office operations, facilities management, company assets, utilities, and overall workplace safety and readiness.

Ensure full compliance with labor laws, company regulations, audit requirements, and relevant government directives.

Coordinate industrial relations matters, maintain constructive communication with employees, and support issue resolution.

Monitor HR and GA performance indicators, prepare reports, and provide data-driven insights and recommendations to management.

Support management in strategic planning related to people, culture, and organizational development.

Oversee legal functions including company permits, regulatory compliance, contract review, and coordination with external legal partners when required.

Ensure timely renewal of licenses, corporate documents, and government submissions to maintain uninterrupted business operations.

Requirements:

Bachelor’s degree in Human Resources, Law, Psychology, Management, or a related field.

Minimum of 10 years of experience in HR and General Affairs, with at least 4 years in a managerial role.

Solid understanding of HR operations, labor laws, and HR best practices.

Proven experience in managing General Affairs functions such as facilities, office operations, and company assets.

Strong capability in handling legal matters, including company permits, compliance with government regulations, contracts, and basic corporate legal documentation.

Excellent leadership, communication, and problem-solving skills.

Proficient in Microsoft Office, and preparing analytical reports.
