Job summary

A reputable non-profit research institute is looking for an HR & GA Manager to oversee human resources operations and general affairs. The ideal candidate will have 3-5+ years of HR experience, preferably in the non-profit sector, and a strong grounding in Indonesian labor law. Kaleka, (Kaleka.id) is an Indonesian non-pro­fit research institute (est. 2014) with aims to sustainable and equitable commodity production and responsible use of natural resources, by engaging governments, business, and communities. As we scale up, we are seeking motivated and skilled professionals to join our team and support our mission.

The role will manage the full cycle of HR and supervise General Affairs (office, legal and facilities), ensuring a strong system for the organization, employee satisfaction, and compliance with Indonesian labor laws.

Key Responsibilities

HR Strategy & Operations: Build and run the HR agenda (policies/SOPs, budgeting, and workforce planning), recruitment and onboarding, performance & rewards, learning and development, employee relations, and database.

Ensure adherence to UU Ketenagakerjaan and implementing regulations; maintain accurate contracts and personnel files.

Office facilities (Bali & Bogor): Oversee utilities & routine bills, access, cleanliness, building maintenance, K3/HSE, asset management, and procurement.

Ensure smooth logistics for meetings, internal events, training, staff engagement, and mobility/relocation.

Legal coordination: Maintain institutional documents/permits, coordinate MoU/PKS drafting/monitoring and contract reviews; liaise with external counsel as needed; track regulation updates and document completeness.

Requirement

Degree in Law, Psychology, or Management; Master’s and/or HR certification is a plus.

3-5+ years of progressive HR experience, (non-profit experience preferred) with exposure to GA/office operations or procurement management.

Working knowledge of Indonesian labor law and HR best practices.

Strong communication in Bahasa Indonesia and English; high integrity and detail-oriented.
