Job summary

Samara Lombok is seeking a Head of Infrastructure to lead the site-wide infrastructure function from strategy through to construction delivery and handover on Lombok. This senior role manages earthworks, roads, utilities and critical systems, reporting to the MD Operations.

Qualifications

• Bachelor's degree in Civil Engineering or related discipline.
• 10+ years infrastructure delivery experience, including 3+ years in a senior leadership role on complex, multi-package projects.
• Strong delivery experience across earthworks, roads, stormwater and drainage, utilities.
• Solid understanding of construction methods, geotechnical and structural risk, quality control and programme management.
• Experience coordinating electrical, water, CCTV and communications packages.
• Experience in large land developments, resorts or remote project environments is an advantage.
• Proficiency in English and Bahasa Indonesia.
• MS Project or Primavera P6; able to review AutoCAD/Civil 3D drawings.
• Willing to be based full-time on-site in Lombok.

Job description

Samara Lombok is a large-scale integrated resort and residential development on the south coast of Lombok, spanning Samara Bay and Samara Hills. Located approximately 25 minutes from Lombok International Airport and close to the Mandalika tourism zone, the development includes hotels, residential villas and the supporting infrastructure required for long-term operations.

This role will lead the infrastructure backbone of the development, from active construction through to commissioning and operational handover.

The Role

Lead and be accountable for Samara Lombok's site-wide infrastructure function, from strategy and planning through to construction delivery, testing and handover. The role owns the infrastructure programme, budgets, contractor performance, quality, safety and risk across earthworks, roads, stormwater and drainage, retaining and slope works, and all site utilities, including electricity, water, CCTV and communications. The Head of Infrastructure will report directly to the Managing Director, Operations & Corporate Governance and work closely with the General Manager, Operations and the wider site team.

Key Responsibilities

Lead and be accountable for end-to-end delivery of civil infrastructure and utility packages, ensuring works are safe, timely and clearly sequenced against the masterplan.

Lead technical review of surveys, designs, specifications and construction documentation for constructability, identifying conflicts, gaps and site risks before execution.

Own the infrastructure programme and budget, tracking cost, progress, procurement dependencies and risk with QS, Finance and Procurement.

Direct contractors and consultants across multiple work fronts, set clear deliverables and hold each party accountable for agreed outcomes.

Set and enforce standards for quality control, HSE compliance, inspections, testing and disciplined record-keeping across all infrastructure works.

Lead commissioning of electricity, water, CCTV and communications systems, ensuring each system is tested, documented and ready before handover.

Build and lead the infrastructure team, maintain clear weekly reporting on programme, cost, risk and decisions, and oversee final close-out, as-built records, warranties and handover to Operations.

What Success Looks Like

The infrastructure programme runs safely and predictably, with clear priorities and decisive recovery action when delivery moves off track.

Design gaps, constructability issues and site risks are identified early, before they become material delivery or cost issues.

Contractors and consultants are actively managed, with reliable visibility of programme, cost, quality and risk.

Completed assets are tested, documented and handed to Operations without unresolved critical defects.

Requirements

Bachelor's degree in Civil Engineering, Construction Management or a related discipline. Equivalent senior practical experience may also be considered.

At least 10 years of infrastructure delivery experience, including a minimum of three years in a senior leadership role on complex, multi-package projects.

Strong hands-on delivery experience across earthworks, roads, stormwater and drainage, retaining and slope works, and site utilities.

Strong understanding of construction methods, geotechnical and structural risk, quality control, programme management and contractor performance.

Demonstrated experience coordinating electrical, water, CCTV and communications packages.

Experience in large land developments, resorts or remote project environments is an advantage.

Professional working proficiency in English and Bahasa Indonesia.

Proficient in MS Project or Primavera P6, with the ability to review AutoCAD and Civil 3D drawings and consultant calculations.

Willing and able to be based full-time on-site in Lombok.
