Job description

The Engineer – ICT / ELV / Cabling Design – Data Centre is a full-time role based in Singapore or Indonesia (Batam).

The role reports to the Senior Manager – Data Centre.

Overview

The Engineer – ICT / ELV / Cabling Design is responsible for the design, technical governance and engineering support of ICT, Extra Low Voltage (ELV) and structured cabling infrastructure across the company’s data centre portfolio. The role supports the full asset lifecycle – from concept design and construction through commissioning, operations, upgrades and capacity expansion – to ensure facilities achieve the highest standards of connectivity, availability, reliability, scalability, security and operational efficiency.

Working closely with internal design, construction, operations, commissioning, IT and customer engineering teams, the Engineer – ICT / ELV / Cabling Design develops and reviews integrated ICT and ELV engineering solutions that support mission-critical environments while ensuring compliance with company design standards, telecommunications requirements and industry best practices.

Key responsibilities

  • Develop, review and approve ICT, ELV and structured cabling designs for new data centre developments and major facility expansions.
  • Prepare and review engineering calculations, technical specifications, cable schedules, rack elevations, pathway layouts and design documentation.
  • Design and optimise mission-critical ICT and ELV infrastructure including:
    • Structured copper cabling systems.
    • Fibre optic cabling systems.
    • Meet-Me Rooms (MMRs).
    • Main Distribution Areas (MDAs).
    • Horizontal Distribution Areas (HDAs).
    • Zone Distribution Areas (ZDAs).
    • Equipment Distribution Areas (EDAs).
    • Telecommunications rooms and backbone infrastructure.
    • Outside plant (OSP) fibre infrastructure.
    • Carrier and network service provider interconnection facilities.
    • Overhead and underfloor cable containment systems.
    • Patch panel architecture and cable management systems.
    • Rack layout and ICT infrastructure coordination.
  • Design resilient fibre pathways and diverse telecommunications entry routes.
  • Develop structured cabling architectures supporting hyperscale cloud, enterprise and AI/HPC deployments.
  • Specify passive network infrastructure, fibre connectivity solutions, cable containment systems and telecommunications equipment spaces.
  • Develop standardised ICT, ELV and structured cabling design guidelines and engineering specifications across the data centre portfolio.

ELV Systems Design

  • Design and coordinate Extra Low Voltage systems including:
    • Physical Security Systems (PACS).
    • CCTV and video surveillance systems.
    • Intrusion Detection Systems (IDS).
    • Intercom and public address systems.
    • Visitor management systems.
    • Audio-visual infrastructure.
    • Intelligent Building Network infrastructure.
    • Time synchronisation systems.
    • Telecommunications infrastructure.
    • Network equipment rooms.
    • Wireless infrastructure.
    • Distributed Antenna Systems (DAS), where applicable.
  • Coordinate interfaces between ELV systems, Building Management Systems (BMS), Security Management Systems (SMS), DCIM and other operational technologies.

Design Review & Technical Governance

  • Review consultant and contractor ICT and ELV designs to ensure compliance with company standards, project requirements and applicable industry standards.
  • Participate in multidisciplinary design reviews, constructability reviews, value engineering and technical risk assessments.
  • Ensure ICT infrastructure supports:
    • High availability.
    • Physical security.
    • Operational flexibility.
    • Future technology upgrades.
  • Review fibre routing, pathway diversity, telecommunications redundancy and carrier resiliency.
  • Manage technical deviations and engineering change requests.
  • Promote standardisation of structured cabling, ICT infrastructure and ELV engineering practices across the portfolio.

Project Delivery

  • Support project teams throughout design, procurement, construction, commissioning and handover.
  • Review technical submissions, equipment selections, cable schedules, shop drawings and vendor proposals.
  • Coordinate ICT interfaces between electrical, mechanical, controls, security and customer infrastructure.
  • Participate in Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated Systems Testing (IST), fibre certification testing and commissioning activities.
  • Validate structured cabling installations, fibre performance and network readiness.
  • Resolve complex ICT and ELV engineering issues during project execution.

Operations & Asset Lifecycle Support

  • Provide engineering support for operational data centres.
  • Evaluate ICT infrastructure performance and recommend improvements to reliability, capacity utilisation and operational efficiency.
  • Support root cause analysis (RCA) of fibre, structured cabling and ELV system failures.
  • Plan ICT infrastructure upgrades, technology refreshes and capacity expansion while maintaining operational continuity.
  • Support lifecycle management of structured cabling systems, carrier infrastructure and ELV platforms.
  • Collaborate with operations teams to optimise cable management, asset documentation, labelling standards and preventive maintenance strategies.

Sustainability & Innovation

  • Support initiatives to improve infrastructure standardisation, operational efficiency and digital connectivity.
  • Evaluate emerging technologies including:
    • High-density fibre architectures.
    • MPO/MTP connectivity.
    • 400G, 800G and future high-speed network infrastructure.
    • AI-ready cabling infrastructure.
  • Smart building technologies.
  • Digital twins.
  • Automated infrastructure management (AIM).
  • Promote modular design, standardisation, automation and continuous improvement across ICT and ELV engineering.

Qualifications & experience

  • Bachelor’s Degree in Telecommunications Engineering, Electrical Engineering, Electronic Engineering, Information & Communications Technology, Computer Engineering or equivalent.
  • Minimum 5 years of relevant experience designing ICT, ELV and structured cabling infrastructure for mission-critical facilities, with significant exposure to hyperscale or enterprise data centres.
  • Experience working for a data centre owner/operator, engineering consultancy, system integrator or EPC contractor delivering mission-critical projects.
  • Experience in the following areas would be an advantage:
    • Hyperscale campus development.
    • Carrier-neutral facilities.
    • AI/HPC networking infrastructure.
    • Fibre optic design.
    • Telecommunications outside plant (OSP).
    • Data Centre Infrastructure Management (DCIM).
    • Digital engineering and BIM.
  • Professional Engineer (PE), Chartered Engineer (CEng), Registered Communications Distribution Designer (RCDD) or equivalent professional registration/certification is preferred.
  • Strong knowledge of mission-critical ICT, ELV and structured cabling systems for data centres.
  • Experience designing structured cabling systems using ANSI/TIA-942, ISO/IEC 11801 and EN 50600 standards.
  • Knowledge of fibre optic infrastructure, MPO/MTP systems, single-mode and multimode fibre architectures.
  • Experience designing telecommunications spaces including MMRs, MDAs, HDAs, ZDAs and EDAs.
  • Understanding of carrier diversity, fibre resiliency and telecommunications entrance facility design.
  • Familiarity with high-speed networking requirements supporting 100G, 400G, 800G and future AI/HPC networking technologies.
  • Knowledge of physical security systems including access control, CCTV, intrusion detection and integrated security platforms.
  • Understanding of structured cabling testing, fibre certification, OTDR testing and commissioning methodologies.
  • Familiarity with BMS, DCIM, EPMS, SCADA and integrated operational technology platforms.
  • Proficiency in AutoCAD, Revit, Navisworks and BIM coordination.
  • Familiarity with ANSI/TIA, ISO/IEC, BICSI, IEEE, IEC and applicable telecommunications and local building codes.
  • Understanding of digital infrastructure planning, modular deployment strategies and future-ready connectivity architectures.
  • Strong multidisciplinary coordination, technical governance and stakeholder management skills, with the ability to work across engineering, construction, IT, operations and telecommunications providers.
