About GBPN

Global Buildings Performance Network Indonesia (GBPN Indonesia) is committed to decarbonizing the building sector while also promoting healthier, more affordable and more resilient spaces for all Indonesians.

Building on global experience through GBPN, we provide policy and technical support, and build strong coalitions – bringing together the right people in key locations, including Indonesia, India, China, Africa, and Europe, to drive maximum impact. By doing so, we help unlock inclusive, scalable solutions for sustainable buildings across the world.

GBPN’s operation in Indonesia started in late 2019 and has continued to grow with the goal to become a trusted partner and thought leader in providing sustainable and innovative solutions to achieve Zero Emission Buildings in Indonesia. We have provided policy and technical assistance to policymakers, private sector, academicians/ researchers and other key stakeholders to support the government in meeting its climate goals through the building sector.

Context & Reason for the Hire

In Indonesia, since late 2019, GBPN is actively supporting the national government (Ministry of Public Works, Ministry of Housing, Ministry of Energy and Mineral Resources, Ministry of Finance, Ministry of Home Affairs and Ministry of Transportation) and 15 Indonesian cities and provinces to develop roadmaps and action plans for building decarbonization. In the past years, we supported the development of the first national green building roadmap, two subnational roadmaps on energy efficient buildings, and a national building energy model informed by data from 10 cities.

One of the GBPN’s on-going projects is the Green Finance Accelerator (GFA), that aims to increase the private sector’s uptake and contribution to Zero Emission Buildings (ZEBs) by promoting the design, adoption, and scaling of appropriate green financing instruments that are more suitable for the Indonesian market context. In this regard, one of GFA’s key targets is to review the readiness of potential green investment instruments such as carbon market, sustainability-linked-loans (SLL) and others in advancing the Green Building sector. The project is implemented in collaboration with key stakeholders, including government institutions (Ministry of Finance, Financial Services Authority (OJK), Bank of Indonesia, and selected national and local governments) as well as private sector actors, particularly financial institutions and property developers.

To achieve this, GBPN is seeking to conduct a comprehensive review and analysis on economic modelling related to the green building financing in Indonesia.

Engagement Overview

GBPN is considering engaging a group consisting of a small number of up to 3-4 master’s students and/or master’s recent graduates (within the past 1–2 years) on short-term, consulting-style assignments to support specific analytical and research components of this work. The engagement is designed to provide applied, real-world experience alongside academic studies and is suitable for students/graduates with an interest in climate finance, sustainable investment, or climate policy in emerging markets. This opportunity is particularly well suited to current students and recent graduates of programmes such as MSc Climate Change, Management & Finance or Climate Change Finance and Investment, though applications from other relevant disciplines are welcome.

Scope of Work

Student(s) or recent graduate(s) (the “Consultant(s)”) will support GBPN’s core analytical work under the Green Finance Accelerator project. Key areas of work include:

  • Develop cost–benefit analysis and financial viability models for the select priority green financing instruments (as the result of market mapping analysis), reflecting the perspectives and incentives of different key actors (e.g., developers, financial institutions, investors, regulators), and presenting global and regional best practices
  • Build an economic model for carbon markets in Indonesia, including (i) pricing simulations for building-related carbon credits and (ii) sensitivity analysis under different scenarios (e.g., carbon price fluctuations, changes in supply and demand side).
  • A cost–benefit and financial viability report for selected instruments, including scenario analyses and best practices
  • An economic model (detailing the underlying assumptions/datasets/calculation framework) for carbon markets in Indonesia’s building sector
  • A set of presentation slides summarizing the above
  • Focus Group Discussions (Indicative)

    Consultant(s) may also provide general support to stakeholder engagement activities related to the project, which may include:

    • Supporting preparation of background materials and discussion notes
    • Assisting with documentation and synthesis of insights from stakeholder consultations or focus group discussions
    • Supporting preparation of summary slides or briefing materials for internal and external audiences

    The level of involvement in these activities will depend on project needs and candidate availability.

Skills and Qualifications

We are looking for motivated Masters-level students and recent graduates who demonstrate:

  • Academic or work background in climate finance, sustainable finance, economics, public policy, urban studies, or related fields
  • Strong analytical and research skills, including the ability to synthesise complex information
  • Familiarity with green and sustainable finance concepts and instruments through coursework or prior experience
  • Interest in buildings, infrastructure, or real assets in the context of climate transition
  • An excellent command of English, with notably strong writing skills and the ability to develop clear, high-quality presentation materials (e.g. slides, briefing decks)

Nice to have (NOT Mandatory):

  • Exposure to emerging markets or Southeast Asia
  • Basic familiarity with Indonesia’s policy, building, or financial landscape

The consultant(s) is expected to deliver key deliverables to GBPN on below dates:

  • The inception report by 26 June 2026
  • Final report submission (with presentation slides and all required documents) by 14 August 2026
