About the Role

Prospera is seeking the services of a Data Integration & Governance Specialist to collaborate with key counterparts in the Government of Indonesia (GoI) responsible for managing the rollout and utilization of the National Social and Economic Single Data (DTSEN). The consultant will support Prospera, and key counterparts – including Statistics Indonesia, Bappenas, the National Economic Council (DEN), the Ministry of Social Affairs (MoSA), and the Ministry of Communications and Digital Affairs (Komdigi) – in ensuring successful delivery of project objectives and key deliverables.

President Prabowo Subianto has announced the establishment of a unified database on individual and household socioeconomic conditions — Data Tunggal Sosial Ekonomi Nasional / DTSEN — through Presidential Instruction No. 4/2025. This initiative mandates 18 ministries and agencies to engage across the DTSEN data lifecycle, with Statistics Indonesia designated as the lead agency responsible for integrating the three foundational datasets. These three agencies, in coordination with the National Economic Council, are also working to ensure that the integrated data is utilized in the upcoming pilot of digital social assistance delivery.

To support the above effort, Prospera will contract a consulting firm to support its key counterparts in the GoI. The firm will play a pivotal role in conducting a comprehensive assessment of the current data governance landscape for DTSEN, including a review of the institutional arrangements, legal framework, mandates, and operational procedures that underpin its governance. The Data Integration & Governance Specialist will work closely with Prospera, BPS and GoI counterparts, and the selected firm.

About You

• Postgraduate degree in a relevant field such as data science, public policy/administration, information systems, economics, or other related areas.
• Minimum of 8 years of relevant work experience in data governance and evidence‑based policy analysis, with demonstrated experience in data architecture review, metadata management, and data integration. Relevant experience in utilising integrated data for social assistance delivery is an advantage.
• Demonstrated understanding of Indonesia’s regulatory and institutional landscape on data governance, including familiarity with regulations, policies, and guidelines relevant to data integration, sharing, privacy, and security.
• Familiarity with international benchmarks and best practices in data governance, and their application in comparable contexts within Indonesia’s regulatory and institutional settings.
• Strong track record of liaising with and influencing senior government stakeholders, building trust, and facilitating inter‑agency coordination.
• Excellent written and oral communication skills in both Bahasa Indonesia and English, including the ability to prepare high‑quality reports and presentations as well as policy briefs.
