Description

The COO will lead end-to-end operations of a large-scale industrial estate, overseeing construction, infrastructure readiness, utilities, logistics, and plant operations. This role ensures operational excellence, safety, cost control, and regulatory compliance while aligning site execution with long-term industrial, environmental, and commercial objectives.

Our client is a confidential Indonesian industrial development company responsible for developing and managing a large-scale integrated industrial estate. The estate is designed to support mineral downstream industries, including silica-based materials, silicon products, and alumina, aligned with Indonesia's long-term industrialization and value-added resource strategy.

The organization is entering a pivotal phase, transitioning from planning into construction, commissioning, and operational scale-up. The project integrates industrial processing, power generation, logistics, and port infrastructure, requiring a senior operational leader capable of driving execution across complex, multi-stakeholder environments.

As a COO, your main responsibilities will include:

  • Provide overall leadership for industrial estate operations from construction through steady-state operations
  • Translate Board and shareholder strategy into executable operational roadmaps
  • Oversee site development, EPC execution, commissioning, and operational readiness
  • Manage integrated infrastructure including power, water, waste, roads, and logistics
  • Ensure reliability, safety, and cost efficiency of all operational assets
  • Establish and implement industrial estate operating models, policies, and procedures
  • Lead Health, Safety, Environment (HSE), risk management, and compliance frameworks
  • Coordinate with government bodies, regulators, and strategic stakeholders
  • Drive alignment across internal teams, contractors, investors, and partners
  • Build, lead, and develop high-performing, multidisciplinary operational teams
Profile

A successful COO should have:

  • Minimum 15-20 years of senior leadership experience in operations, general management, or site leadership roles
  • Strong background in industrial estates, mineral downstream processing, smelters, energy, or large-scale infrastructure projects
  • Proven experience leading greenfield or brownfield projects from construction through commissioning to steady-state operations
  • Demonstrated capability managing EPC contractors, consultants, and complex multi-vendor environments
  • Hands-on exposure to integrated infrastructure operations, including power, utilities, logistics, and port-related assets
  • Solid understanding of Indonesian regulatory, permitting, and government stakeholder environments
  • Strong financial acumen, including budgeting, cost control, and operational efficiency optimization
  • Bachelor\'s degree in Engineering, Operations, or a related discipline
  • Master\'s degree (MBA or Engineering) is highly preferred
  • Proven ability to build, lead, and scale high-performing multidisciplinary teams
  • Excellent leadership, decision-making, and stakeholder management skills
  • High resilience and adaptability, with the ability to operate effectively in remote, fast-moving, and high-complexity environments
