Program Overview

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program (2019-2026) funded by the Australian Government’s Department of Foreign Affairs and Trade and implemented in cooperation with the Government of Indonesia. The Program aims at improving Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia in humanitarian issues in the region. SIAP SIAGA is implemented at the national and sub-national levels through collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organisations and multilateral agencies.

SIAP SIAGA program is focused on eight priority programs: (1) enhancement of disaster management system, (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment. SIAP SIAGA also has a significant focus on understanding and improving the intensity and quality of gender and disability inclusion mainstreaming in disaster management. At the sub-national level, SIAP SIAGA operates across four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program to several other provinces.

To enhance the disaster management system within BNPB, from 2026 onwards, SIAP SIAGA will continue to provide strategic technical advice to strengthen Indonesia’s disaster management system in alignment with national policies and international commitments. This effort will focus on embedding gender mainstreaming and institutionalizing disability inclusion across disaster risk reduction, preparedness, response, and recovery processes, working collaboratively with BNPB and all relevant stakeholders at national and subnational levels.

Purpose of the Position

The purpose of this position is to provide strong project management skills, clear communication and reporting, and coordinate SIAP SIAGA’s GEDSI activities with GoI requirements. It will require maintaining strong working relationships between SIAP SIAGA and its key stakeholders, in particular BNPB.

Objectives
  1. Maintain strong working relationships between SIAP SIAGA and its key stakeholders, including developing a clear understanding of the requirements of all levels of government in terms of GEDSI and disaster management.
  2. Develop a detailed activity implementation plan in consultation with the SIAP SIAGA team, and coordinate program implementation and resource allocation between SIAP SIAGA, GoI and national and subnational stakeholders.
  3. Coordinate studies and analyses on gender, disability and social inclusion within the context of disaster management in accordance with the needs of BNBP and other relevant GoI agencies.
  4. Provide technical advice and guidance on GEDSI related activities and products such as guidelines and regulations to SIAP SIAGA and its key stakeholders.
  5. Monitor GEDSI related key performance indicators and provide concise written monthly reports on progress.
  6. Assist with other gender, disability, and inclusion-related activities as required.
Input and Location

Work will be a combination of home-based work, with visits to the BNPB office, and the Palladium Office in Jakarta as required. Some travel may be required to our partner provinces.

Key Relationships
  • Reports to the SIAP SIAGA Program Effectiveness Lead for strategic direction, and GEDSI Advisor for subject matter expertise.
  • Coordinates with SIAP SIAGA Gender Specialist and Disability Inclusion Specialist for BNPB, SIAP SIAGA Knowledge, Performance and Learning Team, Liaison Officer, and Disaster Risk Management Advisor.
  • Coordinates closely with Officials from BNPB, MOWECP, MOSA, MOHA, Bappenas and other relevant ministries, and Organization of People with Disabilities including Disability Service Units at National and Sub-national levels.
  • Coordinates closely with sub-national teams as required.
  • Liaises with the Team Leader and other SIAP SIAGA team members as required.
Qualifications and Experience
  • Minimum 5 years professional experience in gender equality, disability and social inclusion, including experience in complex development programs.
  • Ability to develop strong working relationships in a complex cross-cultural environment and with people with different levels of understanding.
  • Strong project management and organisational skills.
  • Ability to think strategically and engage with a multidisciplinary program team, clients and other stakeholders as directed by the program.
  • Experience working with government, academia, civil society and community partners.
  • Demonstrated knowledge of international and national policy frameworks for GEDSI and knowledge of disaster management and advantage.
  • Demonstrated ability to deliver high quality reports and other written materials in both Indonesian and English. Fluent in English (written and spoken) is an advantage.
  • Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality, disability and social inclusion.
  • Experience working with BNPB and/or other related line ministries is an advantage.
