A leading international development consultancy is seeking an experienced Equality and Inclusion Analyst to enhance gender and disability inclusion in disaster management policies in Indonesia. The role demands significant experience in gender equality and social inclusion, along with strong engagement and analytical skills. The position involves conducting research, providing technical guidance, and supporting policy development. Candidates should be fluent in both English and Indonesian, with proven experience in complex development programs.
The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program (2019-2026) funded by the Australian Government’s Department of Foreign Affairs and Trade and implemented in cooperation with the Government of Indonesia. The Program aims at improving Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia in humanitarian issues in the region. The Program is implemented at the national and sub-national levels through collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organisations and multilateral agencies.
SIAP SIAGA program is focused on eight priority programmes: (1) enhancement of disaster management system; (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment. SIAP SIAGA also has a significant focus on understanding and improving the intensity and quality of gender and disability inclusion mainstreaming in disaster management. At the sub-national level, SIAP SIAGA operates across four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara, with several target districts and cities in each province. It also promotes disaster management initiatives and innovations through its outreach program to several other provinces.
One of the key issues identified by SIAP SIAGA in terms of the disaster management system is a lack of gender mainstreaming, and inclusion of vulnerable and marginalized groups in disaster management policies and plans. This is despite the existence of regulations on both Gender Mainstreaming and Disability Inclusion – Head of BNPB Regulation No.13-year 2014 on Gender Mainstreaming in Disaster Management, and No. 14 year 2014 on the Handling, Protection, and Participation of Persons with Disabilities in Disaster Management.
In 2021 SIAP SIAGA supported BNPB in the development of a Gender Mainstreaming Roadmap for 2021–2024 in order to encourage and strengthen the BNPB’s commitment to gender responsive disaster management. This roadmap was launched in December 2021, and it is acknowledged as part of Indonesian commitment to the Sendai Framework 2015–2030, Sustainable Development Goals, and the implementation of RPJMN 2020–2024, which has been integrated in various disaster management plans at the national level. The institutionalization of gender mainstreaming and disability inclusion in BNPB and in all disaster management functions requires a strong commitment and a comprehensive multiphase approach.
To enhance the disaster management system within BNPB, from 2025 onwards, SIAP SIAGA will continue to provide strategic technical advice to strengthen Indonesia’s disaster management system in alignment with national policies and international commitments. This effort will focus on embedding gender mainstreaming and institutionalizing disability inclusion across disaster risk reduction, preparedness, response, and recovery processes, working collaboratively with BNPB and all relevant stakeholders at national and sub-national levels.
Under the direction of the SIAP SIAGA Program Effectiveness Lead, National Program Lead and the Gender, Disability and Social Advisor, the Equality and Inclusion Analyst will undertake the following roles with the close coordination and consultation with Director of Disaster Preparedness and Planning Bureau:
It is anticipated that the total input will take up to 15 days: starting in 1 January and completed by 31 January 2026, with the possibility of extension. Work will be a combination of home‑based work with visits to BNPB office or Palladium in Jakarta as required.
