Responsibilities

  • Lead the Policy Unit by coordinating Policy Advisors within the GIZ Energy Programme to deliver policy advisory services for government counterparts and German government across the EP thematic portfolio.
  • Act as senior technical advisor for the Programme and represent the GIZ Energy programme towards political partners.
  • Oversee the outputs of the policy unit team and provide senior advisory quality control for the analysis of energy policies and regulations in Indonesia and globally.
  • Identify required resources and support conceptualization of technical ToRs for external consultants and support coordination of high-quality consultancy outputs.
  • Establish cross-cutting collaboration within the EP for policy advisory activities on topics, including capacity development measures targeted to policy makers.
  • Develop knowledge products from policy advisory activities for external purposes, e.g. white papers, success stories, etc.
  • Support annual reporting of the Energy Programme and Programme planning on policy activities.

In Indonesia, GIZ's Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia for the transition towards a sustainable energy system.

The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:

GIZ seeks one (1) motivated and qualified Indonesian candidate for: Advisor - Policy Unit Lead

Core Tasks

In your role you are responsible for the technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commission's outcomes.

In addition you contribute to the conceptual design of the project, in particular its modifications or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.

In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

Task and Responsibilities

The Policy Unit Lead will coordinate the work of the Energy Programme's Policy Unit, that provides policy advisory services on various energy topics across projects under the GIZ Energy Programme (EP) Indonesia for both the Indonesian government (i.e. MEMR, Bappenas, CMEA, MoF) and the German Government (i.e. BMZ, German Embassy).

  • Lead the Policy Unit by coordinating Policy Advisors within the GIZ Energy Programme to deliver policy advisory services for government counterparts and German government (i.e. BMZ, German Embassy) across the EP thematic portfolio
  • Act as senior technical advisor for the Programme and represent the GIZ Energy programme towards political partners
  • Oversee the outputs of the policy unit team and provide senior advisory quality control for the analysis of energy policies and regulations in Indonesia and globally
  • Identify required resources and support conceptualization of technical Terms of References (ToR) for external international and national consultants and support coordination of of smooth, high-quality delivery of consultancy outputs
  • Establish good project cross-cutting collaboration and synergies within the EP for policy advisory activities on selected topics, including capacity development measures targeted to the policy makers, and knowledge sharing within the larger EP team
  • In close cooperation with the GIZ Energy Hub, develop sharp knowledge products from policy advisory activities for external purposes, e.g. white papers, success stories, etc.
  • Support annual reporting of the Energy Programme, and Programme operational planning on policy activities relevant for several GIZ projects
  • Act as senior advisor on policy, strategy and partner matters to the Energy Programme Director and leadership team

Job Requirements
Qualifications
  • Bachelor/Masters (B/MSc; B/MA) in energy, climate, sustainable development, environment, engineering or any area that is related to energy transition. A master's degree is highly preferred.
  • At least 7 (seven) years professional experience in/with and/or providing technical assistance to governmental, private sector, and/or regional/ international implementing organizations in the field of sustainable energy.
  • Demonstrated expertise in formulating policy papers, roadmaps and briefs on energy related topics
  • Good understanding of policy-making processes and strong network with national partner ministries including MEMR, Bappenas, MoF, and others
  • Previous experience preparing and managing technical energy related studies including supervision and steering of consultants is a strong asset
  • Experience coordinating the work of others preferred. An added advantage would be prior experience collaborating with international teams.
  • Good analytical skills as well as excellent organizational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation; as well as a team-oriented person.
  • Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments.
  • Very good knowledge of IT, communication technologies, and relevant computer applications (e.g., MS Office).
  • Excellent written and oral knowledge of Bahasa Indonesia and English.
