Hong Kong Exchanges and Clearing Limited is seeking a senior leader to head Clearing Risk Control under Operations Risk Management. The role focuses on managing central counterparty risk for OTC Clear, leading a team, and collaborating with multiple stakeholders to advance market infrastructure and risk controls.

Ideal candidates have a strong background in derivatives risk, people management, and regulatory knowledge, with fluency in English and Putonghua.

Qualifications

• University degree in risk management, finance, economics or related.
• FRM or CFA preferred.
• 10+ years in finance with at least 5 in management at established institutions.
• Strong knowledge of derivatives, operations, market practices and OTC regulations.
• Excellent English and Chinese, with Putonghua.
• Shift duties including public holidays.
• Experience with RPA tools and Python or similar is advantageous.

Responsibilities

• Oversee day-to-day OTC Clear risk operations and reporting.
• Lead a team and ensure adherence to rules, policies and procedures.
• Prepare regular and ad hoc reports for management and regulators.
• Handle exceptions and escalations per policy.
• Drive workflow and process improvements in clearing risk.
• Collaborate with internal/external stakeholders on new products.
• Act as SME on clearing risk initiatives and requirements.

Job Summary

Clearing Risk Control is one of the functions under Operations Risk Management Department under Operations Division. The team covers the first line function to manage the central counterparty risk of HKEX clearing houses. The role is an excellent opportunity to lead a team to manage the clearing risk of OTC Clear which is a central counterparty established by HKEX for the purpose of providing clearing and settlement services for OTC derivatives transactions. This role will also collaborate closely with a group of professionals to further develop the market infrastructure in OTC Clear.

Job Duties & Responsibilities

• Day-to-day operations and reporting in OTC Clear
• Lead a team to cover day-to-day risk related operations in accordance with established rules, policies and procedures (e.g. margin call, risk parameter review, default fund review)
• Prepare regular and ad hoc statistical and analysis reports for management and regulators
• Handle exceptions and contingency situations in a timely manner, enforce proper escalation procedure and practice and act accordingly in accordance with established policies
• Drive operational excellence by continuous improvement in workflows and procedures
• New business initiatives and enhancement in clearing risk initiatives
• Liaise with internal and external stakeholders for the implementation of new products and initiatives
• Be a subject matter expert in clearing risk control function to work with other teams for new business or clearing risk initiatives with key responsibilities include assessing operational feasibility, defining user requirements, reviewing functional specifications, participating in user acceptance test and enhancing internal operational procedures and workflows for implementation

Job Requirements

• University Degree, preferably in Risk Management / Finance / Economics or related disciplines
• Holder of relevant professional qualification, preferably FRM or CFA
• Minimum of 10 years of professional experiences of which at least 5 years at the management level of well-established financial organizations
• Strong knowledge of derivatives products, operations, market practices and regulations in OTC derivatives market
• Strong interpersonal, communication and people management skills with proven ability to handle time critical situations and adjust effectively to changing priorities
• Excellent command of written and spoken English and Chinese with proficiency in Putonghua
• Shift duties required, including public holiday
• Hands-on experiences of RPA tools, e.g. PowerAutomate, and Python or similar coding languages will be an advantage
• Candidates with less experience will be considered an Assistant Vice President
