Bank of Dongguan International Limited seeks an experienced AML investigations professional to lead and coordinate the bank's AML/CTF program in Hong Kong. You will collaborate with the Compliance Officer, act as the main contact with JFIU and law enforcement, and ensure high-quality STR submissions.
The role requires 12–15 years in banking AML, with certifications such as CAMS/CAMLP preferred, and strong English and Chinese communication.
Collaborate closely with the AML Compliance Officer to support the effective implementation of the bank’s AML/CTF framework.
Act as the bank’s primary point of contact with the Joint Financial Intelligence Unit (JFIU) and law enforcement agencies regarding suspicious transactions, intelligence sharing, and financial crime investigations.
Review, evaluate, and act as the final approver for all Suspicious Transaction Reports (STRs), ensuring high quality, accuracy, and timely submission to the JFIU.
Develop, maintain, and update the operational procedures, workflows, and manuals specifically relating to transaction monitoring, investigations, and STR reporting.
Oversee the performance of AML TM systems, collaborate with system vendors, IT, and data scientists to ensure systems are effectively calibrated, tuned, and tested (e.g., UAT for system enhancements).
Provide specialized advisory support to business units and front-line staff on complex transaction monitoring alerts and the identification of suspicious activities.
Prepare regular and comprehensive Management Information (MI) reports concerning TM alerts, STR filing trends, and investigation metrics for the AML Compliance Officer and senior management.
Handle regulatory and law enforcement inquiries, production orders, and special assignments as needed.

Bachelor’s Degree or above in Finance, Law, Business Administration, or a related discipline.
Minimum 12 to 15 years of relevant experience in the banking industry, with a strong specialized focus on AML investigations, transaction monitoring, and STR reporting within a retail bank.
Professional certification such as CAMS, CAMLP, or equivalent is highly preferred.
In-depth knowledge of Hong Kong AML/CTF laws and regulatory guidelines (e.g., HKMA requirements), with a specific expert understanding of JFIU reporting expectations and investigation best practices.
Excellent analytical and decision-making skills, with the ability to exercise sound judgment in complex financial crime investigations.
Strong leadership and communication skills, with the ability to negotiate and collaborate effectively with internal stakeholders, the AML Compliance Officer, and external law enforcement.
Attentive to details, highly resilient, and able to manage multiple investigative tasks simultaneously under tight timelines and strict confidentiality.
Good command of written and spoken English and Chinese (including Putonghua).
