Senior Manager, Enterprise Risk Management

The Hong Kong Jockey Club

Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

Division

The Projects and Risk Management (PRM) Division is focused on the implementation of an effective project management standard for all strategic projects within the Club, and the rollout of the revised Club-wide Enterprise Risk Management Framework. The PRM also serves as the Project Management Office for the Club’s major Strategic Programmes and Projects.

Responsibilities
  • Develop and Maintain the Club’s Enterprise Risk Management Framework (ERMF)
    • Drive the ongoing development of ERM principles, to continually meet industry and academic leading practices.
    • Support and communicate the Three Lines of Defense Operating Model across the business.
    • Understand Corporate and subsidiary Governance structure and hierarchy – within this context, facilitate and support the delivery of an appropriate Enterprise Risk Governance model.
    • Support and facilitate Enterprise Risk Reporting and Monitoring including Audit Committee and Board of Management reporting.
  • Support the EM, ERM to drive the Divisional rollout and the continued implementation of the ERM Framework with Senior Divisional leadership, including: <>
  • Objective Setting to ensure Divisions have clearly defined objectives and KPIs that are aligned to the Club’s Purpose and provide the context for identifying and managing Enterprise risks;
  • Event Identification, to identify potential risks that might threaten performance against objectives, using internal and external data and information, knowledge of internal activities and other relevant prompts;
  • Risk Assessment, to evaluate Enterprise risks and set tolerance levels, including data driven approaches, root cause analysis and internal control testing, so that informed decisions can be made on prioritisation of resources for management actions;
  • Risk Response, to engage stakeholders and ensure additional management responses are identified and resourced to mitigate the Enterprise risk profile; and
  • Monitoring, and reporting on each Enterprise risk to ensure that leadership receive early warning of substantive risk changes.
  • Monitoring and Reporting
    • Proactively monitor Enterprise risks through Key Risk Indicators and external news, immediately alerting Divisional Governance and leadership teams when potential new risks identified or existing risks may be moving outside of tolerance levels.
    • Lead periodic risk assessments and identify strategic opportunities aiming to improve the risk profile of the Club.
    • Support a more quantitative, data driven approach to Risk Assessments by identifying opportunities to apply quantitative methods to Enterprise risks through capture of new data sources.
    • Initiate and lead collaboration and sharing of information with other functions.
  • Team Development and Engagement
    • Ensure ongoing development of technical, academic and professional knowledge as well as business skills and behavioural competencies across the team.
    • Ensure improvement on communication and presentation skills to senior audiences, including report writing.
    • Coach and mentor ERM team members to develop a qualified and high-performing team and ensure the team is highly organised to support high productivity levels and focus on most valuable deliverables.
  • Qualifications
    • A Bachelor and / or Post Graduate degree from a highly accredited University in the disciplines of Engineering, Mathematics, Business, Accounting or similar.
    • Minimum 15 years of ERM experience, in sizeable corporations.
    • Understanding of industry best practices and trends on governance, risk and internal control.
    • Experience of delivering Enterprise Risk Management frameworks from inception.
    • Extensive knowledge of multiple risk types such as strategic, operations, financial, people or compliance risks.
    • Understanding of Data Analytics and data visualization techniques.
    • Effectively lead and manage complex risk management projects.
    • Ability to write concise risk reports with clarity and precision that provide persuasive recommendations evidenced with data and analysis.
    • Fluency in written and spoken English.
