Job description

IT Programme Manager, Regional Health

We are seeking an experienced IT Programme Manager to coordinate delivery of the Regional Health Technology programme across Asia. The role will connect Regional Health, market Health teams, Technology, Data, AI, Architecture, Operations, Claims, Distribution and external partners to translate strategic priorities into an integrated, governed and executable portfolio.

The role will operate at both strategic and delivery levels. It will coordinate the programme while individual product and delivery leads retain accountability for their respective outcomes. The successful candidate will bring strong programme discipline, commercial judgement and the ability to influence across a complex regional matrix.

Position Responsibilities:

1. Lead a strategic regional programme

• Coordinate the full Regional Health Technology programme across Asia, connecting related initiatives, markets and delivery teams.

• Establish and maintain an integrated programme roadmap covering milestones, dependencies, capacity, investment and market sequencing.

• Align programme execution to Regional Health priorities, including health data and analytics, provider management, claims analytics and transformation, Fraud, Waste and Abuse, digital health capabilities, next-generation propositions and strategic partnerships.

• Provide clear visibility of delivery status, decisions, constraints and trade-offs to programme leadership.

2. Integrated planning and governance

• Own integrated programme planning, critical-path management and cross-workstream dependency coordination.

• Establish and operate proportionate governance, including SteerCo and investment checkpoints, decision forums and escalation routes.

• Own programme RAID management and ensure risks, assumptions, issues and dependencies are actively managed to agreed tolerances.

• Produce concise executive reporting covering scope, milestones, financial performance, benefits, risks and required decisions.

3. Investment and financial management

• Lead the coordination and development of business cases, investment proposals and funding submissions.

• Manage programme budgets, forecasts, commitments and financial reporting, working with Finance and delivery leads.

• Support prioritisation based on strategic value, business readiness, delivery feasibility, risk and available capacity.

• Create transparent links between investment, delivery outcomes and expected benefits.

4. Discovery, agile delivery and release governance

• Coordinate discovery, requirements definition, solution planning and mobilisation across business and technology teams.

• Own programme-level backlog, prioritisation and release governance for the Rapid Delivery Model, while product and delivery leads manage detailed execution.

• Promote incremental, value-led delivery across Data, AI and Technology squads.

• Coordinate release readiness, operational acceptance and transition into ongoing support.

5. Market rollout, adoption and benefits

• Coordinate market readiness, rollout planning, adoption and change dependencies across participating Asia markets.

• Work with market teams to confirm local requirements, resource commitments, data readiness and implementation constraints.

• Establish benefits tracking linked to Health growth, claims savings, operational efficiency, adoption and customer or distributor outcomes.

• Ensure lessons from pilots and early market deployments are incorporated into regional scale-up plans.

6. Stakeholder, vendor and partner management

• Build trusted relationships with Regional Health, market Health teams, Data, AI, Architecture, Operations, Claims, Distribution, Marketing, Risk, Compliance, Finance and PMO stakeholders.

• Coordinate delivery across internal teams, external vendors, implementation partners and health ecosystem partners.

• Create clear accountabilities, decision rights, working agreements and escalation paths across the programme.

• Lead through influence in a matrixed environment without formal direct-line authority.

7. Technology, data and control oversight

• Work with Architecture, Engineering, Data and AI teams to ensure delivery approaches are coherent, scalable and aligned with enterprise standards.

• Maintain sufficient working knowledge of data platforms and models, analytics and AI delivery, claims platforms, workflow automation, APIs, integration and cloud architecture to challenge plans and manage dependencies.

• Ensure security, privacy, regulatory and cross-border health-data considerations are identified early and incorporated into plans and governance.

• Coordinate architecture, data, control and operational-readiness decisions without replacing accountable technical specialists.

Required Qualifications:

• Bachelor's degree in Information Technology, Computer Science, Engineering, Business or a related discipline, or equivalent professional experience.

• Extensive experience leading complex technology programmes in insurance, financial services or another regulated industry.

• Proven delivery experience across multiple markets, functions, workstreams and vendors.

• Strong capability in integrated planning, dependency management, programme governance, RAID management, financial control and executive reporting.

• Health insurance, medical claims, healthcare operations or healthcare technology experience is strongly preferred.

• Experience delivering data platforms, data models, analytics, AI or machine learning initiatives.

• Experience with claims platforms, workflow automation, APIs, enterprise integration and cloud architecture.

• Understanding of health-data governance, privacy, security and cross-border data considerations.

• Experience delivering regional transformation across Asia and working with geographically distributed teams.

• Relevant programme or project management certification, such as PMP, MSP, PRINCE2 or an agile qualification.

• Strategic perspective combined with strong execution discipline.

• Ability to simplify complexity and create an integrated view across diverse initiatives.

• Commercial judgement and confidence managing investment, vendors and delivery trade-offs.

• Constructive challenge, sound judgement and calm escalation of material risks and decisions.

• Collaborative leadership style that builds accountability across regional and market teams.

• Outcome focus, with a clear link between technology delivery and measurable Health business value.

• Experience developing business cases and managing investment governance and benefits realisation.

• Excellent written and verbal communication skills, with the ability to translate complex delivery information into clear decisions and actions.
