Job summary

The ideal candidate holds a Diploma/Higher Certificate in Building Services, Electrical or Mechanical Engineering, with at least ten years of relevant site experience, including six years

Qualifications

Responsibilities

  • Supervise the BS/EM works and monitor site activities per Client's Requirements and ArchSD specifications.
  • Maintain and update project filing systems and site records.
  • Inspect and report workmanship, installation requirements, and compliance with contract requirements.
  • Check and report material and equipment conformity and maintain site check records.

Job description

China State Construction Engineering (Hong Kong) Limited(“the Company” or “China State Hong Kong”)started its construction business in Hong Kong in 1979. The Company engages in building construction and civil engineering works. China State Hong Kong is among the largest construction contractors in Hong Kong, and is approved by the Works Bureau, to be on the List of Approved Contractors (Group C) for Public Works in the five major categories of building and civil engineering works, namely, “Buildings”, “Port Works”, “Roads and Drainage”, “Site Formation” and “Waterworks”.

Project: Kwu Tung North

Work Location: Kwu Tung North Construction Site

Job Duties
  • Be responsible to the Supervisor or his delegates for the supervision of the construction works and carry out duties of a Contractor Employed Building Services Inspector team as detailed in the Site Administration Handbook published by ArchSD which is available for inspection at Project Manager’s office with prior appointment during normal office hours.
  • Manage and monitor the site activities conforming to the Client's Requirements, ArchSD's General Specifications, the Site Administration Handbook and other documents as specified by the Project Manager or his delegates.
  • Supervise the BS/EM works. Monitor labour resources, progress, materials and equipment used on site.
  • Identify and immediately report for any errors in, or any discrepancies found, among the documents.
  • Maintain and update the filing systems as required by the Project Manager and his delegates.
  • Check and report material and equipment compliance against contract requirements and acceptance on their delivery to site. Also, check delivered & installed materials & equipment, and ensuring the compliance with accepted & contract requirements; and maintain the site check records.
  • Inspect and report the installed works on the workmanship, drawing approvals, installation requirements and maintain the site inspection records.
  • Check and update the daily labour strength in relation to BS/EM works (including random compliance check of registered skilled workers & registered semi-skilled workers) and works activities on site, and report immediately any deficiency.
  • Check the requirements under the “Construction Site Safety Manual” and relevant statutory parties are complied with.
  • Monitor and report immediately any unavailable technical approvals, including drawings before the inspections of works to be covered up.
  • Maintain and update the following records and summary in the format as required by the Project Manager and his delegates:
    • Material and equipment checking.
    • Works inspection for the daily and scheduled activities.
    • Abortive works, and compensation events covered by Project Manager’s instructions.
    • Test and system performance commissioning.
  • rovide Site Progress Reports for Site Progress Meetings and BS/EM Coordination Meetings.
  • Taking site photos on site progress of works installation and noticeable defective works and non compliance of works.
  • Witness and report the acceptance of all specified tests, and system performance commissioning of works and maintain the site test records.
  • Provide and update all the time the list of outstanding and defective works.
  • Monitor and report progress of Defect rectification and completion of outstanding / additional works, including testing and commissioning works.
  • Check the readiness of BS/EM works operation and maintenance manuals and as-fitted drawings submitted by the Contractor, the Specialist Subcontractors and other Subcontractors.
  • Arrange and attend the pre-hand over and hand over inspections with relevant parties, including inspections by FSD, Statutory parties, utilities services, users, clients’ departments, maintenance agents, etc. as directed by Project Manager.
  • Carry out any inspection works, prepare any site records and reports and witness any testing and commissioning works as required by the Supervisor and his delegates.
  • Return all of the above site records and files as required by the Project Manager and his delegates.
  • Attend the Site Audit Checking and follow up action on correction action and non- conformity.
  • Assist in the site checking of any site measurement of BS/EM works and payments claimed by the Contractor.
  • Assist in the site survey of existing BS/EM installations during the construction stage, including submission of proposals for additional, alternation or repair works.
  • Arrange, witness and report the contract / statutory periodic tests and inspections, and maintain the site records in the format as required by the Project Manager and his delegates.
  • Identify and immediately report for any poor readiness and accuracy on the test records, as fitted drawings and manuals.
  • Provide and update the list of outstanding and defective works and arrange inspections.
  • Arrange handover of spare parts / material and as-built records including drawings complete with CD ROMs, manuals, warranties and certificates to the maintenance agents.
  • Monitor and report immediately the delayed fault attendance and major plant equipment malfunctions.
  • Post Handover Stage:
    • Monitor and report the progress and status periodically on the followings:
      • Submission and readiness of Operation and Maintenance Manuals.
      • Submission and readiness of As-built drawings.
      • Submission and readiness of Test reports.
      • The progress of Defect rectification and completion of outstanding / additional works.
      • Abortive works, and compensation events covered by Project Manager’s Instructions
    • Arrange final inspections with relevant parties.
    • Carry out any inspections and prepare any site records including site record book and reports for outstanding and defective works as required by the Project Manager and his delegates.
    • Return all of the above site records and files as required by the Project Manager and his delegates.
    • Attend the Site Audit Checking and follow up action on correction action and non- conformity.
    • Attend post-occupancy evaluation meeting and follow up action.
Qualifications

The CE/BSI shall at minimum possess a Diploma or Higher Certificate or in Building Services or Electrical or Mechanical Engineering from a Hong Kong Polytechnic University / Polytechnic or Hong Kong Institute of Vocational Education / technical institute / technical college or equivalent; and have attained the language proficiency requirements of ‘level 2’ or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ Chinese Language and English Language in the 2007 HKCEE and henceforth); together with at least ten (10) years relevant site experience including six (6) years post-qualification experience in the capacity of building services inspection work.

  • Certified Worker Training Course for Confined Spaces.
