Job summary

Gravitas Recruitment Group (Global) Ltd is assisting a prominent Hong Kong bank in recruiting an Assistant Manager / Manager for the Operational Risk Management Division. You will govern policies, lead OR-2 risk assessments, oversee RCSA exercises, and drive incident investigations and CAP tracking in both retail and commercial banking lines.

The role requires a strong HKMA SPM knowledge, hands-on data analysis using Excel and PowerPoint, and the ability to produce comprehensive risk dashboards

Qualifications

• Bachelor's degree in Risk Management, Finance, Business Administration, or related disciplines.
• 3–6 years of operational risk management experience in banking (retail/commercial/corporate).
• Deep understanding of HKMA SPM standards with OR-2 exposure and capital adequacy.

Responsibilities

• Maintain and update operational risk policies per HKMA SPM guidelines.
• Lead OR-2 risk assessments and capital requirements calculations.
• Oversee end-to-end RCSA exercises across banking lines and conduct control testing.
• Investigate operational risk events, near-misses, and loss incidents; track CAPs.
• Track KRIs and maintain loss data for regulatory and internal reporting.

Job description

Our client, a prominent retail and commercial bank in Hong Kong, is seeking a high-caliber Assistant Manager / Manager to join their Operational Risk Management Division.

Key Responsibilities

• Framework & Policy Governance: Maintain and update operational risk management policies, ensuring full compliance with HKMA Supervisory Policy Manuals (specifically SPM OR-1, OR-2, and SA-2) and internal group risk appetite standards.
• HKMA OR-2 Implementation & Compliance: Lead and support operational risk assessments under SPM OR-2 guidelines, including the calculation of operational risk capital requirements, loss data collection, and scenario analysis exercises.
• RCSA & Control Testing: Oversee end-to-end Risk and Control Self-Assessment (RCSA) exercises across retail and commercial banking business lines, conducting key control effectiveness testing and gap analysis.
• Incident Investigation & Root Cause Analysis: Investigate operational risk events, near-misses, and loss incidents; perform root cause analyses and track Corrective Action Plans (CAPs) through to completion.
• KRI & Loss Data Management: Track Key Risk Indicators (KRIs), monitor risk threshold breaches, and maintain the bank's operational loss database for regulatory and internal management reporting.
• Committee Reporting & Regulatory Liaison: Draft comprehensive risk reporting packages, risk dashboards, and committee papers for the Operational Risk Management Committee (ORMC) and support HKMA regulatory inquiries.

Requirements

• Education: Bachelor's degree in Risk Management, Finance, Business Administration, or related disciplines.
• Experience: Minimum 3 to 6 years of solid operational risk management experience gained within a retail, commercial, or corporate bank. (Candidates with more experience will be considered for Manager grade, while 3-4 years will be considered for Assistant Manager grade.)
• Regulatory Knowledge: Deep understanding of HKMA SPM standards, with direct hands-on exposure to SPM OR-2 (Operational Risk Management) guidelines and capital adequacy requirements.
• Technical & Analytical Skills: Proven expertise in RCSA, incident investigation, KRI framework setup, and loss event collection. Proficient in MS Excel and PowerPoint for data analysis and executive reporting.
• Professional Qualifications: Hold or actively pursuing relevant certifications such as AORP / CORP (HKIB ECF) or FRM is a strong advantage.
• Language Skills: Excellent command of written and spoken English and Chinese (Cantonese and Mandarin).
