Youth Justice Service Team Manager

Location: Riverside House, Main Street, Rotherham, S60 1AE (3 days minimum on site)

Contract: 1 month contract with expected extension (37 hours per week)

Pay Rate: £40 LTD per hour (paid weekly via umbrella company)

Start Date: 24th November

About the Role

Rotherham Metropolitan Borough Council is seeking a highly skilled and experienced Youth Justice Service (YJS) Team Manager to lead, manage, and develop a multi‑agency Youth Justice Service. This is a critical role that ensures high standards of service delivery, safeguarding, and effective risk management for children and young people involved in the youth justice system.

The post holder will provide leadership and professional guidance to the YJS team, oversee performance, manage caseloads, and collaborate with multi‑agency partners to enhance outcomes for children, victims, and the wider community.

Key Responsibilities
  • Lead, manage, and develop the designated YJS team, ensuring effective supervision, mentoring, and professional support.
  • Monitor service delivery and standards, ensuring compliance with statutory requirements, policy, and safeguarding guidance.
  • Chair Risk & Safety meetings, Outcome panels, Post Court panels, and contribute to multi‑agency decision‑making processes.
  • Develop, implement, and oversee service improvements, including business cases and tender specifications for new projects.
  • Manage caseloads, ensuring individual intervention plans and victim profiles address risk, needs, and vulnerabilities.
  • Produce regular management information, reports, and share critical incident information with the Youth Justice Board and Senior Leadership Team.
  • Represent the service at strategic forums, including MAPPA and Violence Reduction Unit (VRU) meetings.
  • Undertake research, audits, benchmarking, and quality assurance of high‑risk and statutory cases.
  • Manage budgets and resources effectively, ensuring value‑for‑money delivery.
  • Promote and embed multi‑agency working and engagement with external stakeholders.
Essential Skills and Experience
  • Social Work qualification (DipSW, CQSW, CSS, or Degree in Social Work) and Social Work England (SWE) registration OR relevant degree or Level 7 qualification with substantial experience in a related field.
  • Substantial experience managing teams at a senior level, including staff supervision.
  • Extensive experience in Youth Justice Service (YJS) practice and multi‑agency collaboration.
  • Proven ability to implement YJS service developments and improvements.
  • Experience in caseload management and workload monitoring.
  • In‑depth knowledge of child protection, safeguarding, and statutory requirements.
  • Current knowledge of local and national policies for children affected by the YJS.
  • Experience with auditing processes and quality assurance methods.
  • Proficiency with ICT systems and reporting tools.
  • Strong leadership, communication, negotiation, and conflict resolution skills.
  • Ability to make complex decisions under uncertainty.
  • Analytical and problem‑solving skills with the ability to develop long‑term strategies.
  • Ability to engage stakeholders, service users, and multi‑agency partners effectively.
  • Flexible and adaptable, able to work outside normal office hours if required.
