Qualifications

  • Experience in a similar role within the Geotechnical discipline.
  • Strong understanding of construction site operations, especially in piling and civil engineering environments.
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and workforce planning tools.

About the role

We have a fantastic opportunity for a Workforce Manager to join our Ground Engineering team working on the Sizewell C project in Suffolk.

Be part of this 'once in a generation' project that will deliver clean energy to 6 million homes for the next 60 years. Sizewell C will see the creation of a 3.2 Gigawatt nuclear power station on the Suffolk coast to provide reliable‑carbon electricity.

The Civil Works Alliance is an extended delivery enterprise involving Sizewell C and three international construction companies: Balfour Beatty, Bouygues Travaux Publics and Laing O'Rourke.

We are more than just an alliance, we are bringing together a single delivery organisation with years of learning and experience from other major complex infrastructure programmes worldwide.

What you'll be doing

The successful candidate will have the following accountabilities:

  • Receive and interpret workforce requirement lists from Construction Managers and Project Managers;
  • Ability to prioritise work and activities;
  • Assist with creating indents and authorising labour invoices;
  • Implement advanced planning and coordination for resource and training needs within the Plant and Resource Team and assist with the coordination of site personnel regarding, training, medicals, movements etc.;
  • Source labour from GSA core businesses and approved labour agencies in line with project needs and maintain a centralised labour resource plan across all active and upcoming GSA projects;
  • Coordinate mobilisation and demobilisation of operatives, ensuring timely site readiness;
  • Liaise with the Learning & Development Administrator to ensure all operatives are trained, inducted, and compliant;
  • Monitor workforce availability, skillsets, and competency status to optimise deployment;
  • Build and maintain strong relationships with labour agencies, ensuring quality and reliability of supply;
  • Support the onboarding process by aligning labour supply with induction and training schedules;
  • Track and report on workforce utilisation, gaps, and future needs to senior leadership;
  • Ensure all workforce movements and records are accurately documented and GDPR compliant;
  • Collaborate with HR, HSE, and operational teams to align workforce planning with project risk and safety requirements;
  • Contribute to workforce development initiatives, including apprenticeships, upskilling, and succession planning;
  • Support audits and inspections by maintaining accessible and accurate workforce documentation.
Who we're looking for

The following qualities/experience are essential:

  • Experience in a similar role within the Geotechnical discipline;
  • Proven experience in workforce or labour coordination within construction or infrastructure projects;
  • Strong understanding of construction site operations, especially in piling and civil engineering environments;
  • Excellent planning, organisational, and communication skills;
  • Ability to manage multiple priorities and respond to changing project demands;
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and workforce planning tools;
  • Experience working with labour supply agencies and internal resource teams;
  • CPCS Appointed Person (Lifting Operations) certification.

The following qualities/experience are desirable:

  • Experience working within a multi-company alliance or joint venture;
  • Familiarity with CSCS, CPCS, NPORS, and other construction certification schemes;
  • Knowledge of employment legislation and workforce compliance standards;
  • Qualification in Construction Management, HR, or Workforce Planning.
