Job summary

EDF HPC is seeking a Warehouse FM Delivery Lead to oversee off-site warehouses for the HPC project. You will lead facilities management, project management, and estate management, ensuring safety, compliance and operational warehouses for the construction site.

Key duties include developing facility strategies, monthly health and safety tours, budget control, and acting as SME for warehouse infrastructure matters. Strong leadership and CDM/NEBOSH credentials are preferred.

Job Purpose / Overview The Warehouse FM Delivery Lead reports directly to the Senior Logistics Operations Manager and is responsible for the facilities management, project management and estate management of all off site warehouses owned or leased by NNB or the Warehouse Service Provider. They are accountable for ensuring all warehouses are safe, compliant and fully operational in order to support the HPC construction project. The Warehouse FM Delivery Lead is the HPC Site subject matter expert (SME) for their scope of work and will be called upon to provide technical input during the planning, preparation and subsequent operations within and around the warehouses.

The Warehouse FM Delivery Lead is responsible for developing, reviewing and updating policies and procedures that underpin the facility strategies across the various warehouses in line with HPC site policies (where applicable), and will be called upon to help prepare detailed specifications, in support of the procurement and implementation process, acting as a single point of contact for all warehouse infrastructure matters. The post holder will also be responsible for undertaking planned and reactive monthly Health and Safety engagement tours and assurance activities.

They will develop the facilities plan and act as the delegated authority of the Senior Logistics Operations Manager for the delivery of the plans at all off site warehouse locations, providing continuity from the development to the delivery and implementation. They will be responsible for monitoring compliance against warehouse operating models, HPC processes and procedures, planning consents, legislative requirements and industry best practice.

Contextual Information

Operating Environment; Logistics activities tend to be dynamic and fast paced, with only key deliverables appearing on an integrated work schedule. This is due to the emerging nature of unplanned works that are created within service areas such as transport, services and utilities provision - when a breakdown or system failure will often require immediate attention. The ability to re-prioritise and restore service provision is a key deliverable in those circumstances.

Logistics is a stand-alone Multi-Disciplinary Team [MDT]; due to the scope and complexity of the services it provides it must fully integrate with all contractors and all other site-based MDT's and all Associated Developments. It must remain cognisant of the drive to engage with the local supply chain and remain aligned with Pre-Construction Planning strategy and philosophy.

Dimensions

  • The position will also be directly accountable for overseeing the contract management of multiple and diverse service delivery contracts.
  • Areas of responsibility will not necessarily be limited to the off-site warehouses.
  • Facility management responsibilities include working across the Area Management model enabling Best for Project Decisions.

The Warehouse FM Delivery Lead;

  • Ensure all off site warehouses remain fully operational at all times.
  • Provide and advise recommendations for facility budgetary control for scopes of work.
  • Provide advice on best practice facilities management, project management and change management process.
  • Management of risk, affordability and delivery.
  • Develop and maintain warehouse operating models, multi-user site coordination business continuity and emergency arrangements.
  • Provide a consistent point of escalation, reporting to the Senior Logistics Operations Manager.
  • Directly accountable for ensuring all statutory, regulatory and site controls are complied with.
  • Manage a range of multi-level stakeholder relationships both internally and externally.
  • Assume delegated authority consistent with the management of the major contracts associated with the assigned scope of work.
  • Act as The NNB Logistics Project Manager for all minor and major refurbishments and CDM works within the warehouse estate.
  • Provide assurance on weekly progress, driving recovery if necessary, through the MDTs.
  • Secure the required resource necessary to meet facilities requirements and identify any personnel shortfalls.
  • Develop and execute effective strategies and plans in line with the allocated budget, legislative requirements and best practice.
  • Anticipate and resolve any issues arising with each warehouse, identifying risks and facilitating or escalating their resolution.

  • Recent relevant management experience working at a similar level.
  • Experience of working with and developing similar sized packages of work relating to expected budget of up to £5m.
  • Significant management experience on a construction site, other industrial plant or other high hazard industry.
  • Experience of working in a high security environment.
  • Experience of managing multiple contractors.
  • Ability to develop a strategy and deliver it.
  • Willingness to learn from both successes and failures.
  • Proven track record of delivery within a large project environment.
  • Excellent communication skills and experience of positive stakeholder engagement [internally and externally].
  • Intellectual capacity to deal with complex issues - and work within our local supply chain vision, creating a one team ethos.
  • Demonstratable knowledge and experience of CDM Regulations 1995.
  • Project Management qualification or demonstratable experience and knowledge.
  • Recognised and certified 'Behavioural Safety Programme'.
  • NEBOSH accreditation [or equivalent].
