Job summary

Hammond Clarke Limited is seeking a Treasury Manager to lead a pivotal treasury function during a transformative period for our Finance service. You will work with senior leaders to shape strategy, improve processes and support the organisation's financial resilience.

In this role you will manage debt, cash and investments, develop robust reporting, and ensure compliance with financial codes and standards as part of a forward-thinking, partner-focused finance team.

Qualifications

  • Essential qualification as CCAB, CFA/IIMR or SII, or equivalent.
  • Qualified by significant relevant experience may apply.
  • Studying towards a recognised qualification or equivalent experience is acceptable.

Responsibilities

  • Lead treasury management activities across debt, cash and investments.
  • Develop and deliver all aspects of the Treasury Management function.
  • Manage short- and long-term cash flow, borrowing strategies and investments.
  • Build relationships with brokers, advisers and financial institutions to maximise opportunities.
  • Prepare and monitor the Treasury Management Strategy and reports.
  • Ensure compliance with CIPFA Treasury Management Code and Prudential Code.

The Treasury Manager is a newly created and highly influential role at the heart of this transformation. This is an excellent opportunity to lead the treasury function and play a critical role in securing the organisation's long-term financial resilience.


Working within the Corporate and Strategic Finance Team, you will collaborate with senior leaders, finance managers and services across the organisation to deliver a modern, forward-thinking treasury management service. You will help shape the future direction of Finance, drive continuous improvement and support the organisation in meeting both today's challenges and tomorrow's opportunities.


What You'll Be Doing

As Treasury Manager, you will lead and develop treasury management activities while driving innovation, performance and best practice across the service.


Key responsibilities include:


  • Lead the management of the organisation's treasury portfolio, including debt exceeding 800 million and cash balances of over 100 million.

  • Develop and deliver all aspects of the Treasury Management function.

  • Manage both short- and long-term cash flow, investments and borrowing strategies.

  • Build strong relationships with brokers, advisers and financial institutions to maximise treasury opportunities.

  • Prepare, implement and monitor the Treasury Management Strategy and associated reports.

  • Ensure compliance with the CIPFA Treasury Management Code and Prudential Code.

  • Monitor treasury performance, market conditions and emerging risks, providing strategic insights to support decision-making.

  • Lead treasury accounting and reporting requirements, including the preparation of working papers and Statement of Accounts disclosures.

  • Support internal and external audit processes and respond to audit enquiries.

  • Lead responses to treasury management consultations and regulatory developments.

  • Provide expert guidance, training and support to colleagues on treasury-related matters.

  • Support and deputise for the Strategic Finance Manager when required.

  • Maintain accurate and robust financial records in accordance with professional standards and best practice.

  • Support budget setting, forecasting, monitoring and financial analysis activities across the organisation.

  • Lead on technical accounting matters related to treasury activity, including IFRS developments, capital accounting and year-end accounts closure.

  • Provide high-quality financial advice and strategic support to a wide range of stakeholders.


Essential Qualifications

You will hold one of the following:



  • A recognised CCAB qualification; or

  • A recognised stock market qualification, such as Chartered Financial Analyst (CFA), Member of IIMR or Member of the Securities Institute; or

  • Be studying towards a similar recognised qualification; or

  • Be qualified by significant relevant experience.
