Job summary

Vivid Resourcing in Oxfordshire is seeking an experienced Development Planning / Transport Planner to provide transport planning and development consultancy advice for residential, commercial, mixed-use and strategic developments across Oxfordshire and the UK.

You will collaborate with developers, planning consultants, architects, local authorities and other advisers to deliver practical, commercially focused transport solutions that support development delivery and proposals.

Qualifications

  • Experience in development planning or transport planning consultancy.
  • Good understanding of the UK planning system and the role of transport in development proposals.
  • Experience preparing Transport Assessments, Transport Statements and/or Travel Plans.
  • Understanding of local and national transport planning policy.
  • Experience engaging with Local Planning and Highway Authorities.

Responsibilities

  • Provide transport planning advice in support of planning applications and development proposals.
  • Prepare and review Transport Assessments, Transport Statements and Travel Plans.
  • Undertake development-related transport assessments and traffic impact analysis.
  • Assess access, parking, servicing, traffic generation and sustainable transport requirements.
  • Develop highway and transport strategies for development sites.
  • Liaise with Local Planning Authorities and other statutory consultees.
  • Attend meetings with clients, planning consultants and highways officers.
  • Provide transport input into planning applications, appeals and pre-application submissions.
  • Review highway and transport-related planning conditions and assist with their discharge.
  • Undertake site assessments and identify transport opportunities and constraints.
  • Use transport modelling and analysis techniques where required.
  • Prepare technical reports, statements and supporting documentation.
  • Provide clear, commercially focused advice to clients.
  • Manage projects, programmes and budgets with support from senior team members.
  • Support fee proposals and bids for new work.
  • Assist with mentoring and developing junior members of the team.

About the Role

We are seeking an experienced and motivated Development Planning / Transport Planner to join our team in Oxford.

The role will involve providing transport planning and development consultancy advice to a range of clients across residential, commercial, mixed-use and strategic development projects.

You will work closely with developers, planning consultants, architects, local authorities and other professional advisers to provide practical and commercially focused transport solutions that support the delivery of development proposals.

Key Responsibilities
  • Provide transport planning advice in support of planning applications and development proposals.
  • Prepare and review Transport Assessments, Transport Statements and Travel Plans.
  • Undertake development-related transport assessments and traffic impact analysis.
  • Assess access, parking, servicing, traffic generation and sustainable transport requirements.

About You

The successful candidate will ideally have experience in development planning, transport planning or transport consultancy, with a good understanding of how transport considerations influence the planning and development process.

You will be confident working with clients and stakeholders and able to communicate technical information clearly to both technical and non-technical audiences.

You should be commercially aware, organised and capable of managing multiple projects and deadlines.

  • Experience in development planning or transport planning consultancy.
  • Good understanding of the UK planning system and the role of transport in development proposals.
  • Experience preparing Transport Assessments, Transport Statements and/or Travel Plans.
  • Understanding of local and national transport planning policy.
  • Experience engaging with Local Planning and Highway Authorities.
  • Strong report-writing and technical communication skills.
  • Excellent analytical and problem-solving abilities.
  • Good understanding of sustainable transport, accessibility and active travel principles.
  • Ability to manage workload and meet project deadlines.
  • Strong Microsoft Office skills, particularly Word and Excel.
  • Experience working on residential, commercial or mixed-use development schemes.
  • Experience in Oxfordshire and/or the wider South East development market.
  • Knowledge of Oxford City Council and Oxfordshire County Council transport and planning policies.
  • Experience with junction modelling and transport assessment software such as Junctions 10, LinSig or similar.
  • Experience supporting planning appeals or public inquiries.
  • Membership of CIHT, TPS or another relevant professional body.
  • Working towards or holding a relevant professional qualification.
  • Technical: Strong understanding of development-related transport issues.
  • Commercial: Able to understand client objectives and deliver proportionate, practical solutions.
  • Communication: Confident dealing with clients, consultants and public-sector stakeholders.
  • Organisation: Able to manage multiple projects and competing priorities.
  • Problem Solving: Able to identify issues and develop pragmatic solutions.
  • Teamwork: Works effectively within multidisciplinary project teams.
  • Professionalism: Represents the company positively and builds strong working relationships.
