Job summary

Leeds City Council is seeking a Commissioning Officer (PO2) to join the Children and Families Commissioning & Market Management Service. The role combines transformational commissioning with service delivery excellence, managing 100+ contracts and a multi-million spend on placements and SEND learning.

You will work in a high-profile environment, shaping commissioning strategies, driving value for money and outcomes for children, while engaging with partners and ensuring safeguarding and equal

Qualifications

  • Experience in commissioning and/or project management and front line work with children and families.
  • Flexibility to contribute to commissioning, contract management and quality assurance.
  • Passion for learning and ability to challenge and drive change.
  • Restorative mindset focused on improving outcomes for children and young people.
  • Ability to use own initiative and take ownership of work programme.

Responsibilities

  • Use of project management techniques to support strategic review of services and re-commissioning as required.
  • Coordinate joint working within the directorate, across the council and with external partners as appropriate.
  • Responsible for contract management of a portfolio of services including value for money and achievement of quality standards and efficiencies.
  • Develop processes and practices that deliver developments in the commissioning function.
  • Develop working knowledge of contracted services to inform commissioning.
  • Lead regular monitoring meetings and ensure delivery is achieving targets and outcomes.
  • Develop and manage project meetings with key stakeholders for commissioning outcomes.
  • Actively facilitate children and young people’s voice in commissioning and sustain a culture that meets needs.
  • Adopt a restorative approach and provide high support and challenge to providers for continuous improvement.
  • Prepare and present complex information for reports and briefings to support strategic decision making.
  • Work with Corporate Procurement to ensure compliance with procurement procedures.
  • Understand Council/Directorate priorities and plans and communicate implications for service areas.
  • Support colleagues with briefings and guidance to senior officers and staff across the council.
