Job description

The Training & Competency Manager is responsible for managing, designing, and implementing a cost‑effective framework for training, competency, and development that supports the project's strategic business requirements and emphasises continuous improvement.

This role identifies and delivers impactful training and appropriate learning support to enhance capability and foster best‑in‑class team performance. This is achieved through collaboration and the systematic analysis of learning and development needs, all within the project's competency framework. Targeted interventions are developed to support cultural and behavioural growth, facilitate knowledge transfer, and capture lessons learned across the project.

Working closely with key parent company stakeholders, the incumbent will also coordinate with the Learning Coordinator to oversee daily administrative, training, and competency‑related activities that underpin the overall strategic objectives of the project.

Key Responsibilities
  1. Manage the provision of training and development within the approved budget, collaborating with internal and external stakeholders to identify and address operational training requirements.
  2. Coordinate with project teams to establish training forecasts, align scheduling and content delivery to project targets and objectives, and ensure consistency.
  3. Ensure all training programmes comply with relevant contractual and legal requirements, and align with the project's mission, vision, and values to maintain compliance across all colleagues.
  4. Build trust‑based, collaborative relationships; share best practices; and evaluate and report on training quality and standards, ensuring consistent adherence to competency management frameworks.
  5. Lead the ongoing development and implementation of a competency management framework, steering assessment processes in partnership with key stakeholders to meet required competency standards, ensuring mapping and alignment across partner organisations (e.g. HS2, LU, NR, TfL, Utilities).
  6. Develop defined career pathways and growth opportunities to support strategic workforce planning, succession planning, and targeted learning initiatives.
  7. Produce regular reports detailing learning analysis, attendance, training requirements, competency assessment completion, and value‑adding initiatives, recommending changes as part of a continuous improvement cycle.
  8. Design and deliver a broad range of behavioural skills workshops and other learning interventions to address skill gaps, drive high performance, and enhance project culture.
  9. Ensure knowledge management systems and structured processes are in place to capture and reuse learning across project lifecycle stages (i.e. design, construction, handover), to enable continuous improvement and legacy building.
  10. Support the effective operation of the Learning Management System, ensuring accurate training and competency data is captured.
  11. Respond to and action training enquiries received via the training mailbox.

  • Communication skills, able to present information clearly and appropriately.
  • Proficient in assessing and evaluating enhancement of delegates' knowledge and skills.
  • Advanced IT proficiency, particularly with learning management systems, PowerPoint, Excel, and word processing tools.
  • Commitment to staying updated with emerging trends in learning such as microlearning, AI applications, and gamification.
