Responsibilities

• Develop and manage small to medium highway/traffic/public realm schemes from feasibility to detailed design.
• Produce construction drawings, bill of quantities with cost estimates, and contract documents.
• Manage procurement process where applicable and ensure CDM compliance and site waste management.
• Deliver schemes on time and within budget through effective liaison with stakeholders.
• Coordinate with other teams and attend relevant meetings as required.

Job description

To assist in the development, monitoring and review of scheme designs and programmes and projects for transport planning, traffic and parking within the remit of the Transport Strategy Service.

To assist in the preparation and presentation of sound and timely professional and technical advice to the Council, the Cabinet and Council Committees and other Council Departments on matters of scheme design, ensuring compliance with relevant legislation, statutory and other Council plans, policies and guidelines.

MAIN DUTIES AND RESPONSIBILITIES

• To assist in the development and management of scheme design to deliver the Councils vision, a high quality public realm and achieve agreed transport strategy objectives and to input into the development of Council policy and capital programmes.
• To keep up to date with legislative changes and best practice and apply this to the work of the design team and assist in disseminating this information to colleagues both within and outside of the service.
• To develop highway, traffic and public realm schemes of small to medium size from feasibility to detailed design including the production of construction drawings, bill of quantities with cost estimates, contract documents, managing the procurement process (where applicable), maintenance requirements, CDM and Site Waste Management.
• To be responsible for the project management of schemes of a small to medium size and value to ensure delivery of design on time and within budget.
• To carry out effective liaison with all relevant stakeholders (including Councillors, TfL, the emergency services, transport strategy officers and members of the public).
• To work with the Implementation and Maintenance Team within the Engineering Service to ensure designs are developed to enable effective implementation and inform future designs through lessons learned.

WORK CONTEXT

• The role will be primarily office based but will involve site visits.
• The role holderholder will be required to occasionally attend evening meetings, including Cabinet Briefings.
• The role will involve juggling competing priorities and pressures of workload and will be subject to changing problems, circumstances and demands.

ESSENTIAL QUALIFICATIONS/REQUIREMENTS

• Experience of design and project management for schemes of small to medium size and value, including budget management, commissioning and managing external consultants and coordination of work from multiple providers.
• Some experience in contract documentation, procurement and management within contract procedures.
• Some experience in the various forms of public consultation techniques and working effectively towards user participation to meet customer/client expectations and requirements.
• Some experience in contract management, prioritisation of works programmes and delivering these within agreed constraints including ability to manage within contract procedures, conditions, specifications, tender evaluation, project management and financial management procedures in a contract environment.
