Job summary

SP Energy Networks is seeking a Telecoms Change Management Engineer to own end-to-end change processes, coordinating from submission through to post-implementation review. You will work with cross-functional teams to ensure governed changes with minimal disruption, lead CAB governance and develop dashboards in Power BI.

The role requires strong ITIL knowledge, governance experience, and the ability to engage stakeholders at all levels, with a focus on continual improvement within a hybrid

Qualifications

  • Structured and analytical professional with experience operating or governing an end-to-end Change Management or ITIL Change Enablement process in a live environment.
  • Strong understanding of ITIL principles, change governance, risk assessment and CAB management.
  • Ability to engage with stakeholders at all levels and influence outcomes.

Responsibilities

  • Own end-to-end change process from submission to post-implementation review.
  • Collaborate with technical, operational, project and supplier teams to minimise service disruption.
  • Lead CAB governance, prepare information to support decisions and drive actions to completion.
  • Maintain forward schedule of change and identify conflicts or high-risk periods.
  • Develop governance controls, reporting frameworks and KPIs for regulatory compliance.
  • Produce governance reporting and KPI insights across change and CMDB datasets.
  • Develop and enhance Power BI dashboards and data models across sources.

Telecoms Change Management Engineer

Location: Kirkintilloch

Salary: From £54,880 (plus double-match penion)

Contract type: Permanent

Hybrid: 3/4 days per week in office

What you’ll be doing
  • As Change Manager, you'll take ownership of the end-to-end change process, coordinating activities from initial submission and risk assessment through to authorisation, scheduling, implementation, validation, and post-implementation review.
  • Working closely with technical, operational, project, and supplier teams, you'll ensure changes are assessed appropriately, governed effectively, and delivered with minimal disruption to services.
  • The role will involve leading Change Advisory Board (CAB) governance, preparing high-quality information to support decision making, facilitating reviews, and ensuring agreed actions are completed.
  • You'll maintain the forward schedule of change, identify potential conflicts or high-risk periods, coordinate communications, and elevate risks that could impact service continuity.
  • A key part of the position is driving continual improvement.
  • You’ll help align Change Management practices with wider ITIL disciplines including release, incident, problem, and configuration management, while developing governance controls, reporting frameworks, and performance measures that support informed decision making and regulatory compliance.
  • You’ll also be responsible for producing meaningful management information and insights through governance reporting and KPI analysis.
  • This includes monitoring change success rates, failures, emergency changes, rollbacks, compliance levels, lead times, and service impacts.
  • Using Power BI, you'll develop and enhance dashboards, analyse data from multiple sources, and help maintain the accuracy of change and Configuration Management Database (CMDB) records.
What you’ll bring
  • We’re looking for a structured and analytical professional with experience operating or governing an end-to-end Change Management or ITIL Change Enablement process within a live operational environment.
  • You’ll have a strong understanding of ITIL principles, change governance, risk assessment, CAB management, emergency change processes, and post-implementation reviews.
  • The ability to engage confidently with stakeholders at all levels, challenge constructively, and influence positive outcomes is essential.
  • Experience developing governance frameworks, policies, process documentation, performance reporting, and continual improvement plans will be highly valued.
  • Practical experience with Power BI, data analysis, dashboard development, and data modelling is important, while knowledge of Power Query and DAX would be beneficial.
  • Experience within a regulated, critical infrastructure, telecommunications, or similarly complex operational environment would be advantageous.
  • However, the primary focus is on strong change management expertise and the ability to balance governance with the practical needs of a fast-paced business.
