Overview

The Telecommunication Operators Engagement Lead is responsible for building and sustaining strong partnerships with telecommunications providers to support the operational needs of law enforcement agencies and the intelligence community. This position requires specialised knowledge of telecommunications infrastructure and the capability to lead technical and transformational change. The Engagement Lead will oversee strategic TO work initiatives, the roll-out of new and emerging capabilities across telecommunication operators, and business as usual activities, ensuring secure and compliant access to communications data while adhering to relevant legislative frameworks such as the Investigatory Powers Act. The role covers managing complex TO workstreams, driving ongoing improvement, and ensuring that all objectives are delivered within a highly regulated environment.

Responsibilities
  • Oversee strategic TO work initiatives and the rollout of new and emerging capabilities across telecommunication operators.
  • Manage business as usual activities related to operational partnerships with telecommunications providers.
  • Ensure secure and compliant access to communications data in alignment with relevant legislative frameworks such as the Investigatory Powers Act.
  • Lead and coordinate technical and transformational change within a highly regulated environment.
  • Drive ongoing improvement of TO workstreams and ensure delivery of objectives.
Essential skills and experience
  1. Communications data subject matter expertise
  2. Telecommunication Operator knowledge and expertise
  3. A thorough understanding of the Investigatory Powers Act 2016, which governs the capabilities provided by the NCDS
  4. Proven experience of managing relationships with law enforcement, UKIC and working with sensitive capabilities
  5. Experience of working as part of multi-disciplinary and collaborative teams to deliver technical and business improvements across organisational boundaries and on a national scale
  6. Strong technical programme and project management experience
  7. Production of accurate, weekly management information and reporting to inform stakeholders
Desirable skills and experience
  1. Skilled in navigating complex stakeholder dynamics and resolving competing priorities
  2. Experience working in multi-disciplinary teams made up of civil servants and contractors
Essential qualifications
  1. Proven experience working directly with law enforcement and UK intelligence agencies, including managing sensitive operational relationships
  2. In-depth knowledge of the Investigatory Powers Act 2016 and its application to operational capabilities and data management
  3. Proven experience engaging with telecommunications operators and understanding of their role in supporting investigatory powers
  4. Experience handling and protecting sensitive capabilities and information within secure and regulated environments
  5. Strong track record of collaborating across organisational and sector boundaries, particularly in national security or public safety programmes
