Job summary

Carrington West is seeking a Freelance Technology Project Manager to lead a programme of technology upgrades across the East Midlands highways network. You will oversee multiple workstreams, manage suppliers and operational teams, and ensure delivery aligns with highway objectives.

This outside IR35 contract focuses on improving network performance, safety and resilience through ITS and digital infrastructure, with on-site delivery and strong stakeholder management required.

Qualifications

• Proven experience delivering complex technology projects within highways, transport, infrastructure, or related environments.
• Strong project management experience delivering schemes on site for Contractors in the Highways space.
• Experience managing multiple workstreams, suppliers and technical delivery teams.
• Strong understanding of highways technology, ITS, digital infrastructure, or operational technology environments.
• Experience working within large, multi-stakeholder organisations.
• Excellent communication, leadership and problem-solving skills.
• Ability to work independently, manage competing priorities, and deliver outcomes in a complex operational environment.

About the Role

We are seeking an experienced Freelance Technology Project Manager to lead the delivery of a programme of technology upgrades across the major highways network in the East Midlands.

This is a key role supporting the modernisation of highways infrastructure through the successful implementation of technology solutions that improve network performance, safety, resilience, and customer experience.

The successful candidate will manage complex technology projects involving multiple stakeholders, suppliers, and operational teams, ensuring delivery is on time, within budget, and aligned with strategic highways objectives.

The role will suit a confident project professional with a strong background in transport technology, intelligent transport systems (ITS), highways infrastructure, or large-scale technology transformation programmes.

Essential Experience

• Proven experience delivering complex technology projects within highways, transport, infrastructure, or a related environment.
• Strong project management experience delivering schemes on site for Contractors in the Highways space
• Experience managing multiple workstreams, suppliers, and technical delivery teams.
• A strong understanding of highways technology, ITS, digital infrastructure, or operational technology environments.
