QBE is seeking a Technology Delivery Governance Manager in London to lead governance, assurance and performance management across the Technology Services change portfolio. This role partners with Technology Directors, Finance, Risk, Procurement and strategic suppliers to ensure delivery meets standards, controls and business objectives.

You will oversee DMF and SDLC adherence, drive reporting, and lead governance of strategic suppliers, including Jira and Confluence administration.

The Delivery Governance Manager is accountable for providing governance, assurance, financial oversight and performance management across the Technology Services change portfolio. The role ensures that Technology Services initiatives such as small change, application remediation initiatives and strategic supplier-delivered activities are effectively governed, compliant with organisational standards and successfully delivered to achieve business outcomes. Working closely with Technology Directors, Heads of Change Delivery, Finance, Risk, Architecture, Procurement and strategic suppliers, the role provides portfolio-wide visibility of change-to-run impacts.

The Delivery Governance Manager is responsible for ensuring Technology Services adherence to the Delivery Management Framework (DMF), Software Development Lifecycle (SDLC) controls and Technology Minimum Control Standards, while driving continuous improvement in governance, delivery performance and portfolio management.

The role also leads governance of strategic delivery partners, including oversight of supplier performance, contractual commitments, resource utilisation and financial management. Plus, ownership of the governance and administration of Jira and Confluence, ensuring these platforms effectively support Technology Services delivery, reporting and collaboration requirements.

Additional responsibilities include supporting the Head of Technology Governance & Risk Management in maintaining and strengthening the Technology Services governance framework. Ensuring adherence to the Technology Services Governance Minimum Control Standard, supporting governance forums, decision-making processes and reporting mechanisms, and promoting consistent governance practices across Technology Services.

The Delivery Governance Manager is responsible for ensuring effective governance, assurance, financial oversight and performance management across the Technology Services change portfolio. Working closely with technology, finance, risk, procurement and supplier stakeholders, the role provides visibility and control over change initiatives, ensuring they are delivered in line with organisational standards, regulatory requirements and business objectives.

Duties and Responsibilities

Portfolio Governance & Delivery Assurance

• Provide governance, assurance and oversight across the Technology Services portfolio, including small change, application remediation initiatives and supplier-led delivery
• Ensure all Technology Services initiatives comply with the Delivery Management Framework (DMF), SDLC controls, Technology Minimum Control Standards and relevant governance requirements
• Support governance forums, investment boards, steering committees and executive review meetings as required through the provision of high-quality reporting and decision support
• Drive consistent governance and delivery practices across Technology Services

Financial & Investment Oversight

• Maintain oversight of Technology Services change investment, including project expenditure, resource utilisation, supplier costs and budget performance
• Monitor and report on Change-to-Run impacts and support financial planning activities across the portfolio

Strategic Stakeholder Management

• Partner with Directors of Technology, Heads of Change Delivery and senior business stakeholders to provide governance leadership and delivery insight
• Act as the primary liaison between Technology Services and supporting functions including Transformation Office, Finance, Risk, Procurement, Information Security and Architecture
• Support informed decision making through analysis of delivery, operational and financial information
• Build strong collaborative relationships across teams to drive successful delivery outcomes

Supplier Governance

• Lead governance and performance management activities for strategic delivery partners
• Monitor supplier delivery performance, contractual obligations, service quality, commercial commitments and financial performance
• Drive supplier accountability and continuous improvement to ensure value for money and delivery excellence
• Support commercial reviews, contract governance and resource demand planning activities

Tooling, Reporting & Governance

• Own the governance, administration and continuous improvement of Jira and Confluence platforms
• Ensure compliance with the Technology Services Governance Control Standard and controls
• Establish and maintain management information, KPIs and reporting standards across Technology Services
• Identify opportunities to improve governance processes, controls, reporting and delivery effectiveness

People Leadership

• Lead, coach and develop team members to create a high-performing governance and portfolio management capability
• Foster a culture of accountability, transparency, continuous improvement and delivery excellence
• Support capability development across Technology Services governance and delivery communities

About you

Essential:

• Significant experience in portfolio governance, PMO, programme delivery governance or technology delivery oversight
• Experience operating within complex technology and change portfolios
• Experience producing executive-level portfolio, financial and risk reporting
• Experience managing senior stakeholder relationships across business and technology functions
• Experience in financial management, budget oversight and resource planning

Preferred:

• Experience within General Insurance or Financial Services
• Experience governing large-scale transformation programmes and technology change portfolios
• Strong knowledge of project, programme and portfolio governance frameworks
• Experience working with strategic suppliers and outsourced delivery partners
• Experience supporting governance forums and steering committees
• Experience with Jira, Confluence and portfolio reporting tools
• Experience in risk management, controls compliance and assurance activities
• Experience driving process improvement and governance maturity initiatives
• Experience leading teams and influencing across matrix organisations
