MMP Consultancy currently has an opportunity for a Technical Surveyor to join a local authority in Westminster. The role is a 6-9 month interim contract with a day rate of £400p/d Umbrella. Title: Technical Surveyor. Rate: £400p/d Umbrella. Location: Westminster, London.

Responsibilities
  • Work closely with Asset Strategy to technically challenge Client Briefs, ensuring they fulfil investment needs for properties in the Investment Programme while minimising variations and inefficiencies for Service Providers.
  • Act as the technical lead for the development of Tasks within the Investment Programme, conducting objective appraisals of proposed solutions from Service Providers.
  • Provide the Commissioning Manager with information for progress monitoring and to drive efficient delivery of the Investment Programme.
  • Investigate and respond to technical requests for information from Service Providers, resolving identified problems within the Programme or individual Tasks.
  • Lead the development and drafting of Design Standards for building components and innovative solutions, ensuring Value for Money for the Housing and Rental Authority (HRA) and Leaseholders.
  • Collaborate with the Cost Planner to develop accurate budgets, ensuring prices follow the Price Framework and solutions are practical and fit for purpose.
  • Review design works or applications for planning, building control, or listed building consents to confirm they meet Client Brief requirements and Partnering Agreements.
  • Review Business case proposals to verify Service Provider cases reflect the Client Brief, comply with Partnering Agreement requirements, and that recommended specialists, subcontracts, or suppliers are suitable.
  • Contribute to the business’s growth and improvement, positioning it to achieve strategic objectives.
  • Develop and maintain systems, processes, and documentation for robust Client Briefs and Task Orders, minimizing risk.
  • Provide information on Task Order progress from Asset Strategy to handover, taking actions to protect the Investment Programme and drive best value for leaseholders and HRA.
  • Work with the Communications team to demonstrate continuous improvement and high‑quality customer focus.
  • Contribute to Design Standards and Innovation Working Groups to improve ways of working and introduce consistency across the Property Services directorate.
  • Engage stakeholders with Communications team and Service Providers, ensuring full consultation on progress and technical solutions for Tasks.
  • Provide expert advice through technical knowledge and thorough analysis.
  • Supply information and progress updates to the Commissioning Manager for accurate management information and guidance.
  • Collaborate with internal and external stakeholders to understand risks and priorities for Tasks within the Programme.
  • Mitigate risk to the Client, ensuring best outcomes for residents with minimal impact.
  • Critically review content and strategy of draft Client Briefs, presenting recommendations and changes for approval before issuance to Service Providers.
  • Challenge Project Execution Plans from Service Providers to ensure Task strategies comply with Client Brief and Partnering Agreement obligations; prepare responses and corrections for Programme Board review before Pre‑commencement Orders.
  • Review surveys, specifications, programmes, and prices in Service Provider proposals to ensure compliance with strategy; prepare responses and corrections before Commencement Orders.
  • Develop a common approach to strategy, programme, and design preparation for Tasks with Service Providers.
  • Provide accurate management information for all pre‑commencement activities, highlight issues, engage stakeholders, and, when necessary, escale matters to the Commissioning Manager.
  • Ensure thorough surveys are completed by Service Providers to support specifications, quantification, and business cases, documenting decisions for best practice evidence.
  • Analyse Task and Programme risks, taking timely action to eliminate or mitigate them.
  • Work with Client Representatives to ensure seamless hand‑over of schemes for delivery.
  • Develop strategies, policies, and systems protecting the business and stakeholders.
  • Ensure safe working practices for all on‑site and off‑site works, protecting staff, residents, and stakeholders.
  • Ensure work complies with all current legislation and statutory requirements.
  • Comply with the Health and Safety Policy and Arrangements.
  • Encourage innovation, continuous improvement, and best practice sharing.
  • Communicate effectively with residents about projects impacting their homes, representing the Council at resident meetings.
  • Conduct employee appraisals and coach individuals to develop their needs.
  • Collaborate across council staff to deliver corporate objectives and maintain effective relationships with residents and Ward Councillors.
  • Comply with the Equalities Framework policy, supporting fair opportunities for all staff and understanding equality and diversity benefits.
  • Review and challenge the Investment Programme (team responsibility through term contract), facilitating the issue of Pre‑commencement and Commencement Orders with an aggregate value of £30m per annum.
