Job summary

Randstad CPE is seeking a Technical Services Manager to lead the operation of a prestigious mixed-use estate, ensuring safe, efficient and sustainable building services and long-term asset performance.

You will manage contractor meetings, compliance regimes, energy initiatives and budgeting while coordinating with occupiers, service partners and internal teams to deliver best-in-class service and support the company’s sustainability goals.

Qualifications

• Experience delivering technical building services in commercial/mixed-use environments.
• Leadership of engineering operations and maintenance programmes.
• Financial awareness with budget management responsibilities.
• Experience managing third-party service providers and contractors.
• Knowledge of building compliance, health and safety legislation and inspections.
• Strong communication to occupiers, suppliers and internal teams.

Responsibilities

• Lead contractor meetings and oversee engineering performance and BMS monitoring.
• Maintain statutory e-logs and ensure compliance with risk assessments, pressure schemes and lift inspections.
• Act as technical liaison for occupiers and management; review Permits to Work and Licence to Alter submissions.
• Oversee PPM/reactive tasks, asset registers and O&M manuals; plan long-term replacement strategies.
• Manage service charge budgets, process invoices and handle tendering/procurement per policy.
• Implement energy conservation initiatives and arrange independent energy audits.
• Report site issues, emergencies and HSE risks to Directors and Building Management.

THE ROLE:

As a Technical Services Manager, you will play a key role in ensuring the safe, efficient and sustainable operation of a prestigious mixed‑use estate. You will lead the delivery and continuity of critical building services, working closely with occupiers, service partners and internal stakeholders to drive operational excellence and customer satisfaction. You will be responsible for delivering technical solutions that support the long‑term performance of the asset. You will have the opportunity to influence major building improvements, sustainability and capital improvement initiatives, whilst taking ownership of compliance and data reporting. This is a highly visible role where you will build strong relationships, lead continuous improvement and make a lasting impact on the experience of everyone who uses the estate. WHAT YOU'LL DO

• Contractor & Operations Management: Lead contractor meetings, oversee engineering performance, manage BMS monitoring, and conduct plant audits. Respond to site call‑outs and supervise shutdowns.

• Compliance & Safety: Maintain statutory e‑logbooks (fire, water, access, HV‑LV) and ensure compliance with risk assessments, pressure schemes, and lift inspections.

• Occupier & Technical Support: Serve as key technical liaison for occupiers and management. Administer Permits to Work, review Licence to Alter (LTA) submissions, and inspect fit‑out works.

• Maintenance & Asset Control: Oversee PPM/reactive tasks, asset registers, and O&M manuals. Plan long‑term plant replacement strategies.

• Budgeting & Procurement: Manage engineering service charge budgets, process invoices, and handle tendering and procurement in line with British Land policies.

• Energy & Sustainability: Implement energy conservation initiatives, review environmental data, and arrange independent energy audits.

• Reporting & Stakeholder Relations: Keep Directors and Building Management informed on site issues, emergencies, and HSE risks. Ensure security systems and utility contracts remain fully compliant with board standards.

ABOUT YOU

Essential Experience & Skills

• Experience with delivering technical building services within a commercial, mixed‑use or multi‑occupancy environment.
• Experience leading engineering operations, maintenance programmes and critical building systems to ensure safe, efficient and resilient asset performance.
• Financial awareness, including budget management
• Experience managing third‑party service providers and contractors, with ability to drive performance and maintain service standards.
• Knowledge of building compliance, health and safety legislation, risk management and statutory inspection requirements.
• Excellent communication with the ability to build strong relationships across occupiers, suppliers and internal teams.
