Job summary

Blue Light Card is seeking a Technical Delivery Manager to oversee multiple squads, balancing risks and dependencies while driving maturity in delivery processes. You will report to the Head of Technical Delivery and collaborate with Engineering Managers, Product Managers and senior leadership across a hybrid engineering environment.

You’ll facilitate agile ceremonies, improve reporting, and use AI tooling to surface risks early while maintaining strong stakeholder relationships.

Qualifications

  • Proven delivery, programme coordination or PMO experience within product and tech environments.
  • Solid understanding of agile delivery, planning and governance, including scaled agile (SAFe/LeSS).
  • Experience coordinating work across technology and business teams and explaining technical concepts to non-technical audiences.
  • Confident in facilitating agile ceremonies with Scrum/Agile certification such as PSM or SAFe.
  • Strong organisational discipline with risk/ambiguity management.
  • Comfortable working with delivery data and tooling (Jira/Confluence) and using AI to improve reporting.
  • Calm, trusted presence building relationships at all levels.

Responsibilities

  • Identify blockers and dependencies and drive resolution with cross-functional teams.
  • Facilitate agile ceremonies and ensure retrospectives lead to concrete actions.
  • Maintain and improve delivery reporting, dashboards and metrics for clarity and accountability.
  • Coordinate cross-squad dependencies and guard against blockers across teams.
  • Support quarterly planning cycles with timely inputs and progress tracking.
  • Promote Jira hygiene and consistent reporting standards for comparable data.
  • Leverage AI tooling to automate status roll-ups and surface risks earlier.

The Role and the Team

BLC's engineering organisation has grown quickly, bringing with it real complexity: multiple squads, external agency partnerships, and an increasing web of cross-squad dependencies. The delivery function is newly formed within Engineering, Product, Design and Data, created deliberately to bring consistency and maturity to how we work.

As Technical Delivery Manager, you'll work closely with the squads, maintaining a live picture of risks and dependencies across our core Product and Engineering squads, spotting blockers early, and keeping things moving across technical and non-technical teams. Reporting to the Head of Technical Delivery, you'll work closely with Engineering Managers, Technical Product Managers and Product Managers, with visibility from squad level up to senior leadership.

The opportunity here is to help shape how delivery management matures at BLC, building structure where it doesn't yet exist and leaving things measurably better than you found them.

What You'll Do
  • Check in regularly with squads on delivery status, building a live, cross-squad picture of risks, blockers and dependencies before they elevate
  • Identify blockers and dependencies using delivery data, weigh the trade-offs, and take ownership of resolving them with other functions rather than waiting for someone else to act
  • Facilitate and support key agile ceremonies, including sprint planning, stand-ups, reviews and retrospectives, keeping them purposeful and tracking retro actions through to closure
  • Maintain and improve recurring delivery reporting, including squad health summaries, sprint dashboards and delivery metrics, moving reporting towards specifics: progress, confidence, blockers and risk
  • Coordinate cross-squad dependencies and shared timelines so no team is blocked by something happening elsewhere, and shield squads from unnecessary interruption
  • Support quarterly planning cycles operationally, chasing inputs, tracking progress and flagging slippage early
  • Help squads maintain consistent standards around Jira hygiene, planning inputs and reporting formats so that data is comparable and trustworthy across the board
  • Use AI tooling to improve efficiency, automate status roll‑ups and surface risks earlier, and support the wider team in adopting these ways of working
What You'll Bring
  • Proven experience in a delivery, programme coordination or PMO-type role within a product and technology environment
  • A solid understanding of agile delivery, planning and governance practices, with experience embedding new ways of working and improving delivery process across teams, including in scaled agile environments such as SAFe or LeSS
  • Experience coordinating work across both technology and functional business teams, with the ability to explain technical concepts clearly to non‑technical audiences
  • Confident facilitating agile ceremonies, including retrospectives, and comfortable influencing ways of working through collaboration and buy‑in rather than formal authority, backed by a Scrum or agile certification such as PSM or SAFe
  • Strong organisational discipline and attention to detail, with the ability to weigh risk and trade‑offs and make a call under ambiguity rather than waiting for someone else to decide
  • Comfortable working with delivery data and tooling, including Jira and Confluence, and confident using AI to improve reporting, automate delivery admin and surface risks earlier. This is a genuine requirement, not a nice to have, and we're looking for someone who actively embraces these ways of working
  • A calm, trusted presence who builds reliable relationships at all levels and takes ownership when things fall between the cracks
