Job summary

HS2 Ltd is seeking a Technical Change Manager to lead governance of technical changes across the Rail Development Directorate. You will coordinate changes, oversee verification and validation, manage TCCs, and engage stakeholders to ensure alignment and timely delivery.

The role emphasises collaboration with requirements teams, contract governance, and continuous improvement while embedding Equality, Diversity and Inclusion across activities.

Technical Change Manager Job Purpose

As Technical Change Manager within the Rail Development Directorate (RDD), you will be responsible for the management and coordination of technical change across RDD contracts, supporting the application of governance for changes to technical requirements and baselines across the programme. You will ensure that change is effectively defined, assessed, authorised, implemented and tracked, maintaining the integrity and configuration of technical baselines throughout the lifecycle.

You will coordinate the assurance and governance of technical change, ensuring that changes are verified and validated in line with organisational standards and procedures. By applying the technical change procedures effectively, you will ensure consistency, manage risks to cost, schedule and scope, and support programme-level decision-making.

About The Role
  • Manage and coordinate the application of approved technical change and configuration management procedures across RDD contracts, ensuring consistency and compliance with RDD governance procedures.
  • Coordinate the communication of technical change, including maintaining dashboards and facilitating regular engagement with stakeholders to track instructed, in-progress and forthcoming changes.
  • Liaise with the Requirements team to manage and coordinate changes to technical requirements and baselines, ensuring timely instruction and implementation across contracts.
  • Review Verification and Validation (V&V) matrices submitted by contracts, working collaboratively with stakeholders and third parties to agree configuration states, success criteria and levels of evidence.
  • Review and coordinate the implementation of technical changes agreed through the Technical & Change Forum (TCF) and issued as Technical Change Communications (TCCs), ensuring applicability and appropriate adoption across contracts.
  • Manage and maintain TCC registers, coordinating inputs required for business impact assessments, supply chain engagement and programme reporting.
  • Draft and coordinate the issuance of TCCs, liaising with document control and delivery teams to ensure timely instruction ahead of baseline updates.
  • Identify and support continuous improvement initiatives relating to technical change and TCC processes, in line with direction from the Technical Services Lead.
  • Work in accordance with RDD technical assurance and governance procedures, supporting their effective implementation across the programme.
  • Support assurance activities, including coordination of LoD1 documentation from PSCs and production of LoD2 assurance reports.
  • Manage and review interface management activities, including Interface Control Documents (ICDs), interface matrices and reporting dashboards, engaging with relevant stakeholders across phases.
  • Provide support and deputise for the Technical Services Lead at Technical & Change Forum (TCF), HS2 Technical Authority Panels (TAuP) and other governance forums as required.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI), complying with organisational policies and initiatives.
  • Undertake additional responsibilities as required, in line with the evolving needs of the programme.
About You
  • Ability to manage, coordinate and deliver technical change activities across multiple contracts, aligning with programme objectives and governance requirements.
  • Strong analytical skills, able to interpret complex technical information and produce clear reports and insights to support decision-making.
  • Effective stakeholder engagement and communication, working with SMEs, delivery teams and senior stakeholders to resolve issues and achieve alignment.
  • Ability to apply requirements, configuration and assurance principles within a complex programme environment.
  • Strong planning and organisational skills, managing priorities and ensuring timely delivery across technical change activities.
Knowledge
  • Knowledge of requirements management tools (e.g. DOORS) and their application within complex infrastructure programmes.
  • Understanding of technical change and configuration management principles, including governance and control processes.
  • Knowledge of verification and validation (V&V) methods and their application within assurance frameworks.
  • Understanding of relevant regulatory and legislative frameworks, including CDM Regulations 2015 and Common Safety Methods (CSM).
  • Working knowledge of NEC contracts within a multi-contractor environment.
  • Knowledge of RDD governance and technical assurance processes.
Type Of Experience
  • Experience of managing and coordinating technical change, requirements and/or configuration management within complex infrastructure programmes.
  • Experience working in multi-disciplinary, multi-contractor environments, engaging effectively with contractors, designers and stakeholders.
  • Experience supporting assurance activities, including verification and validation (V&V) and evidence-based reporting.
  • Experience facilitating meetings and governance forums, ensuring clear outcomes and follow-through of actions.
  • Experience escalating issues and influencing stakeholders to enable timely resolution and decision-making.
