About the Role
This role is responsible for supporting the business to win and deliver projects by proactively sourcing suitable corporate and project staff as well as contractors, for specific project opportunities. Leading on the engagement, communication, maintenance and development of our pool of people resources, this role is key in building relationships with ARK’s contingent worker resources.
It is anticipated that the role will be 70% bid/proposal resourcing and management and 30% active/current resourcing ie surge support or backfilling personnel who have resigned from projects that are currently live.
This role also oversees the recruitment and resourcing needs for overhead functions, managing talent acquisition colleagues and supporting them with their activities and career development.
This role works closely with the rest of the HR team to ensure that the business is well supported in their immediate and longer-term resourcing needs. This role also plays a leading role in identifying and actioning project solution design, including work patterns and in-country contracting models.
What you'll be doing
Project resourcing and delivery
- Responsible for attending business development management meetings to capture and understand resourcing requirements and establish the priority to be assigned to resourcing requests
- Work with project teams in designing a people solution for bids and projects, with a continual focus on commerciality and the margin impact of contracts.
- Responsible for partnering with project and bid teams and advising on resourcing options. This should include considerations of work patterns, contract type, contracting entity, etc.
- Responsible for determining contracting models for roles (eg. contracting as a contractor or fixed term employee)
- Define and calculate the cost base (to include Employer Social Security and statutory employment costs) associated with Employment and Contractor solutions and ensure they are budgeted for in the bid submission.
- Responsible for communicating the status of resource requests to project teams in a timely manner
- Responsible for participating in post bid/award meetings.
- Responsible for searching and screening the suitability of contractor, and preparing a short-list of suitable candidates for a specific project opportunity; ensuring they meet key requirements outlined by the Business.
- Responsible for determining and understanding if any existing relationships exist with contractors by reviewing data in the Applicant Tracking System (ATS).
- Responsible for determining if a particular role should be advertised externally in conjunction with the Business and HR colleagues, and for preparing job adverts.
- Responsible for ensuring Proposal packages and due diligence processes have been completed as necessary.
- Responsible for ensuring that proposal packages are drafted and agreed in line with current contracting policies.
- Responsible for co-ordinating with project and bid teams in a timely manner to gain an understanding of the quality of a contractor / consultant.
- Responsible for maintaining a relationship with contractors throughout the lifecycle of a project/bid.
- Provide billable, in-project recruitment services on key projects.
- Develop project solutions for compliant contracting, inclusive of Employer of Record (EOR) and requirements for setting up entities in-country.
Information management
- Responsible for building key expert pools in co-ordination with the Talent Acquisition Specialist and Business areas.
- Responsible for ensuring that contractor data and documentation is maintained in the system (e.g., rates, updated CVs), and in compliance with latest legislation (eg GDPR).
- Responsible for setting up engagements and maintaining the status of activities throughout the sourcing process in the system.
Business Engagement
- Responsible for developing a partnership with contractors and staff and leveraging their networks.
- Responsible for developing strong relationships across the business to ensure you are well versed on business needs across a variety of technical areas.
- Responsible for the line management of the other recruiters, maintaining strong relationships, and supporting them in solution design as required.
- Ensuring a strong ‘customer service’ is provided across the business, prioritising a high quality and speedy response to requests at all times.
- Proactively pre-empting business needs and providing solutions in advance of issues arising whenever possible.
General Business Resourcing
- Work closely with the HR team on business needs related to resourcing requirements.
- Liaise with hiring managers on resourcing requirements ensuring job design meets the needs of the business, the recruitment process is followed, and the hiring manager is happy with the service provided.
- Responsible for inputting into all resourcing systems and processes, ensuring ongoing improvements in efficiency and effectiveness.
- Oversee any outsourced recruitment service relationships, in conjunction with Head of HR.
- Lead on key recruitments for corporate positions, ensuring an efficient and effective service is provided to the business and strong talent is brought into the business.
- Responsible for searching and screening the suitability of contractors and staff and preparing a short-list of suitable candidates for a specific project opportunity; ensuring they meet key requirements outlined by the Business.
- Responsible for contributing to a recruitment tracker.
- Oversee the development of recruitment strategies and communicate these effectively to the hiring managers.
- Responsible for assisting teams with selection interviews and assessment of candidates and contractors.
- Responsible for negotiating packages with candidates and contractors in coordination with relevant proposals, project teams, and HR colleagues.
- Promote a diverse and inclusive workplace through recruitment initiatives.
- Support in using market data to inform salary ranges for positions, particularly in locations where ARK has not operated previously.
- With Resourcing colleagues, lead employer branding initiatives, working closely with the Head of Communications to schedule regular promotional posts on ARK’s Linkedin account.
- Working closely with the Head of Corporate Services, ensure compliance with applicable laws, rules, and donor regulations, and manage control issues with transparency.
- Utilise recruitment metrics to measure performance and optimise hiring strategies.
Key Consultant Group (KCG)
- Responsible for the creation and management of the KCG.
- Build out and maintain ARKs database of military, policing and other specialist capabilities.
- Manage the nomination and confirmation process and ensure the appropriate contractual basis of engagement is maintained.
- Create communication materials, to maintain corporate contact with the group throughout the year.
- Send out email communications to the group relating to ARK corporate announcements, as appropriate.
Safeguarding
- Be aware of and compliant with all the standards following Safeguarding procedures and policies. Promote ARK’s speak up culture in order to protect the welfare of children, young people, vulnerable adults, and other marginalised groups.
This role may require international travel from time to time.

Essential
- Extensive experience of resourcing in an international development context.
- Extensive relationship management experience.
- Experience of using an Applicant tracking system (ATS) or client relationship management system (CRM system).
- In-depth understanding of UK police profiles and experiences.
- In-depth understanding of military profiles and experiences.
- Excellent written and verbal communication skills.
- Excellent organisational and reporting skills.
- Full professional fluency in English.
Desirable
- Experience working with projects in fragile or conflict-affected contexts, in particular those contexts where ARK operates e.g., MENA, etc.
- Experience of working with individuals from a military, security, or policing background.
- Experience of working with international and government donors (preference to FCDO).
- Experience of writing and resourcing bids (preference to FCDO).Experience of supporting business development processes such as resourcing, solution design and reviewing.
- Experience of managing or supporting international development projects.
- Human resources or recruitment qualification, or equivalent experience.
- Qualified CIPD membership to Chartered status, or equivalent.
- Full professional fluency in Arabic or French.
