Job description

Costain is the Major Programme Partner (MPP) and the Asset Renewal Partner (ARP) for Terminals 1 and 2, two of six major programmes of work that Heathrow has committed to deliver within the H7 quinquennium. Within the MPP framework, Costain is the Principal Contractor and Principal Designer for the T2 Baggage Programme (T2BP), which is a £700m+ complex baggage and infrastructure programme. This consists of principally two elements: extending the life of, protecting and providing alternative facilities for the existing Terminal 2 baggage operation currently run from Terminal 1; and designing, constructing, testing and bringing into use a new Terminal 2A baggage system. You will be working as the Tranche 5 Temporary Works Coordinator responsible for all construction delivery temporary works operations ensuring that all Temporary Works are adequately and safely designed, constructed, implemented and removed in accordance with Project Procedures. Your role will be to liaise, organise and oversee all Temporary Works associated with our supply chain and Alliance Partners (Beumer, Fujitsu, AviBC). The Works is to be undertaken on numerous levels within Terminal 2, and externally at the Starlight Light Point (SLP) compound and various Delivery Marshalled Zones (DMZ) but also at HAL's offsite Colnbrook Logistics Centre (CLC). Please note - Heathrow project doesn’t fall under London Weighting scheme.

Responsibilities
  • Understand and apply the principals of PC's TWC as defined in BS5975:2024, PAS8811:2017 and all other applicable standards, including Costain and Heathrow Airport Ltd Employers Requirements for Temporary Works Procedures and Technical Standards.
  • Agree with the Designers/Checkers and other Parties on the level of risk and design check;
  • Coordinate all Temporary Works activities including scaffolding
  • Ensure that a detailed design brief has been produced, with full consultation, is adequate and is in accordance with the actual situation on site;
  • Advise the permanent works designer of any temporary conditions, or loads, that should be considered in the permanent works design;
  • Package Manage the Temporary Works supplier(s)
  • Ensure that a satisfactory Temporary Works design is carried out;
  • Ensure that the design is independently checked for concept, structural adequacy and compliance with the brief
  • Register or record the drawings, calculations and other relevant documents relating to the final design;
  • Ensure TW documentation is adequately maintained within the site management systems;
  • Ensure that those responsible for on-site supervision receive full design details, with significant risks and design limitations highlighted;
  • Ensure that checks are made at appropriate stages covering the more critical factors;
  • Ensure that any proposed changes in materials or construction are checked against the original design and appropriate action taken;
  • Ensure that any agreed changes or corrections of faults, are correctly carried out on site;
  • Ensure that during use all appropriate maintenance and routine inspection is carried out;
  • Issue formal permit to load/proceed or strike if final check(s) prove satisfactory;
  • Obtain the criteria that allows the temporary works to be removed;
  • Ensure temporary load cases are adequately considered;
  • When it has been confirmed that the permanent structure has attained adequate strength required by the design, issue formal permission to dismantle the Temporary Works.
  • Liaise closely with site TWS's and the site construction delivery teams.
  • Provide specific briefings on the limitations of Temporary works schemes in conjunction with the designer where appropriate
Qualifications

  • Good experience of working on a large infrastructure multidiscipline project
  • Appreciation for Engineering and Construction Principles for civil, mechanical, electrical and instrumentation requirements.
  • Being commercially aware and astute, continuously reviewing and identifying any opportunities for added value, improving the incentive targets whilst minimising any reputational, financial, and legal risks.
  • Knowledge and experience of construction contract law and forms of NEC contract and package management.
  • Good organisational skills and the ability to manage a busy workload, balancing competing priorities and deadlines.
Desirable
  • Previous experience working at Heathrow/Airport environment
  • Experience of delivering projects with in a LIVE operational environment, Site Management Safety Training Scheme SMSTS.
  • Construction Skills Certification Scheme CSCS card
  • Have attended and hold a CITB Accredited TWC course qualification undertaken within the past 5 years
  • Civil or Structural Engineering Qualification, minimum of an HNC/HND, preferably BEng or higher (MEng, MSc).
