Job summary

Hampshire County Council seeks a Strategic Manager for SEND Commissioning & Assurance to lead high-quality education provision for children and young people with SEND. You will shape commissioning, assurance and sufficiency for INMSS, Independent Schools and Alternative Provision, working with Health and Social Care colleagues to secure value and drive improvements.

You will oversee provider performance, drive market development and deliver strategic projects that strengthen local SEND services,

Qualifications

• Proven experience in strategic and operational commissioning within SEND.
• Strong commercial acumen with category management knowledge.
• Excellent negotiation and stakeholder engagement skills.
• Ability to translate strategic priorities into delivery.

Responsibilities

• Lead end-to-end commissioning, contract management and QA of independent and alternative SEND provision.
• Develop commissioning strategies to strengthen local SEND provision.
• Collaborate with providers, procurement, finance, legal and partners to shape services.
• Drive market development and supplier engagement to secure best value.
• Provide strategic oversight of provider performance and governance.
• Lead strategic projects and support a high-performing team.
