Job summary

Halton Borough Council is seeking an experienced Recruitment & Resourcing Service Manager to lead the team and shape the Council’s workforce strategy across departments and schools.

You will drive recruitment, resourcing, and workforce change initiatives with a focus on compliance, cost savings and service improvement. The role reports to the HR leadership and requires strong stakeholder engagement.

Qualifications

• Significant experience in recruitment, resourcing, organisational change or workforce transformation.
• Proven experience leading, coaching and developing teams.
• Strong knowledge of employment legislation and ACAS Codes of Practice.
• Experience managing agency and contingent workforce arrangements.
• Excellent communication, influencing and stakeholder management skills.

Responsibilities

• Lead the Recruitment & Resourcing Team to shape workforce strategy across the Council and schools.
• Manage permanent, temporary and fixed-term recruitment and contingent workers including agency staff.
• Provide strategic advice on restructures, redeployment and workforce change with a focus on value for money.
• Drive continuous improvement and excellent customer service across the service.
