Exciting Opportunity for a Strategic Lead – Traffic & Transport in North East Lincolnshire

An excellent opportunity has arisen for a highly motivated and experienced Strategic Lead – Traffic & Transport to join my client's forward-thinking council in North East Lincolnshire. The council has an inclusive culture with clear values at the heart of everything they do and offers hybrid working: 2‑3 days per week expected in the office to actively contribute to team culture, collaboration and leadership visibility.

Key Responsibilities
  • Lead a multi‑disciplinary group of staff to deliver street works, traffic management, road safety and transport functions.
  • Provide clear leadership and support to ensure a community‑based approach to service delivery, improving elected member, stakeholder and community satisfaction.
  • Lead on the development and delivery of the Local Transport Plan and related strategies, ensuring alignment with regional, national and Mayoral Combined Authority priorities.
  • Respond to and report on complex traffic and transport issues, providing expert advice on achievable improvements within budgetary, best practice and legislative constraints.
  • Provide a local community focus for all traffic and transport activity, identifying, prioritising and commissioning delivery to ensure contract compliance, quality and value for money.
  • Develop and maintain strategic relationships with partners, working collaboratively with internal services, elected members, the Mayoral Combined Authority, communities and contractors to deliver shared outcomes.
  • Maximise business opportunities through robust business cases, secure external funding, demonstrate value for money and efficiency savings, and support teams to deliver.
  • Report on progress, challenges and opportunities to senior management and elected members, ensuring transparency, accountability and evidence‑based decision making.
  • Champion sustainable transport, road safety and accessibility across the network, embedding innovation and continuous improvement into service delivery.
Key Experience & Qualifications
  • Senior leadership within highways, traffic, transport planning or related local authority services.
  • Managing multi‑disciplinary teams and complex work programmes, including performance management and staff development.
  • Strong understanding of transport policy, Local Transport Plans, traffic management, road safety and place‑based regeneration agendas.
  • Experience working with Combined Authorities, government departments, funding bodies and partners to secure and manage investment.
  • Deliver community‑focused services and work closely with elected members, local communities and stakeholders.
  • Prepare and present complex reports, business cases and strategic recommendations to senior officers and members.
  • Manage budgets and commissioning arrangements, ensuring services deliver quality outcomes, contract compliance and value for money.
  • Excellent analytical, problem‑solving, interpersonal and negotiation skills, with the ability to influence at a senior level.
  • Comfortable working in a hybrid model, with 2‑3 days per week in the office to support visibility, collaboration and leadership of the team.
