The role

We are seeking a Strategic Finance Manager to provide strategic financial support and advice for Adult Social Care and partnership arrangements including joint work between health and social care, ensuring alignment with revenue, capital budgets, and the medium-term financial plan. You will act as the senior financial advisor to directors and committees, coordinating cross‑organisational efforts with public sector partners to support strategic decision‑making and project delivery.

Key responsibilities
  • Leadership and management of the financial services for allocated directorates, comprising of business reporting manager, service accountants and management accountants
  • Manage a finance team of up to 10 staff (direct and indirect reports)
  • Partner with senior managers to uphold financial control and statutory responsibilities (s151, LG Act 1972) through a modern, value‑adding accountancy approach
  • Support directorates in shaping financial plans, policies, and strategies, promoting value for money Council‑wide
  • Ensure robust monitoring to align spending with priorities, achieve value for money, and address budget overspends with action plans
  • Advise service directors to support informed decision‑making and optimise income under evolving local government finance and devolution frameworks
