Statement of Works
- Review the current situation of the WSCC alternative provision services, alongside the wider SEND provision, using the structure of the SEND & AP Change Programme with its 3-tier model as a framework.
- Plan how to achieve a sustainable 3-tier service for Alternative Provision (AP).
- Support the creation of the Local Area Inclusion Plan (LAIP), while using the LAIP process to forecast demand for alternative provision over a multi-year period.
- Engage with providers and settings how demand can best be met.
- Focus on early and accurate identification of needs and inclusion.
- Advise and support strategic and individual commissioning of services, and ensuring any changes to service delivery are based on creating an inclusive system with improved provision in mainstream schools.
- Develop a range of resources to monitor impact and effectiveness.
- Develop the council’s strategy for Appropriate and Alternative Provision

- Effective communication skills to ensure collaborative and co-productive working and connect all stakeholders together.
- A passion for and knowledge of appropriate and alternative provision, and the inclusion of all children within our education system.
- An understanding of commissioning services.
- Ability to apply reflective practice.
- Knowledge of the SEND and AP Change Programme
