Job summary

Halton Borough Council in Sefton is seeking a Commissioning Officer to shape and improve Adult Social Care services. You will support strategic commissioning, procurement, contract management and market development to enable residents to live independently and healthily.

The role combines analytical work, project management and partnership building, leading commissioning projects from needs analysis through procurement, implementation and service review, with a focus on quality, value for money

Qualifications

• Experience in commissioning, contract management, procurement or service development.
• Ability to develop service specifications and evaluate provider performance.
• Strong analytical, communication and relationship management skills.

Responsibilities

• Lead commissioning projects from needs analysis to procurement and implementation.
• Monitor performance and review services to ensure quality and value.
• Collaborate with service users, carers, providers, health partners and council colleagues.
• Support market development to keep local services responsive and sustainable.
• Manage quality and risk and promote continuous improvement.
