Job summary

Babcock is seeking a Commercial Manager for its Devonport Royal Dockyard site. You will integrate into the Naval Nuclear Commercial Team, delivering governance for tenders, cost estimates and risk across major defence infrastructure programmes.

Hybrid working with 3 days in the office and 2 days from home. The role requires extensive contract management experience in regulated environments, strong negotiation skills, and NEC4 expertise.

Qualifications

• Significant experience managing large construction contracts and bids in regulated environments.
• Experience managing MEP packages across full project lifecycles.
• Strong negotiation skills and ability to build stakeholder relationships.
• In-depth knowledge of NEC4 ECC, PSC and ECSC (Options A–E).
• Robust commercial and contractual risk management capability.

Responsibilities

• Provide commercial governance for tenders, contract reviews, change control, and risk management across complex infrastructure programmes.
• Prepare and validate cost estimates, budgets, forecasts, cashflows and value-of-work-done (VOWD) for multiple packages.
• Lead subcontract tendering including bid evaluation, negotiation and contract award.
• Negotiate NEC4 terms to secure strong commercial outcomes and manage contract scope.
• Escalate high-risk commercial issues to support governance and ensure compliant delivery.
